5. Adopted Resolution 10-CB-25 for a grant from the South Central Minnesota Regional Radio Board for ARMER ready mobile radios. Commissioners Erichsrud, Groskreutz, Loveall, Roper, and Warmka voted yes.

6. Authorized expenditure of $1,000 to the Region 1 Emergency Management Board in care of the fiscal agent, Olmsted County.

7. Approved an agreement with the State of Minnesota to continue as a satelite office for UCC filings.

BLUE EARTH AREA SCHOOL BOARD MINUTES

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D.#2860 was held on Monday, July 12, 2010 at the School District Office, Blue Earth, MN.

Present were School Board members: J. Haugh, F. Bly, T. Cahill, M. Eckhardt, D. Fellows, V.Hanson,

Absent: S.Becker

Also attending were Supt. Brandsoy, members of the press, staff and public.

The meeting was called to order at 6:31 p.m. by Chairperson Bly. The Pledge of Allegiance was recited.

On a Fellows/Haugh motion the board approved the amended agenda. Unanimous approval.

Public Input: Teacher, Mark Franta addressed the board regarding AP class schedules at the high school.

On an Eckhardt/Hanson motion the board approved the minutes of the Thursday, June 17, 2010 regular board meeting. Unanimous approval.

On a Fellows/Cahill motion, five transfers/wires and payment of bills in the amount of $2,045,034.50 were approved. Unanimous approval.

Chairperson Bly had no report.

Superintendent Brandsoy gave his report. A handout was presented on the Flexible Learning Year (FLY) committee that Dale is involved in on behalf of the District.

Member Cahill gave a brief report on SPEC Board. Kevin Grant presented the MCAII results, the District made AYP. He also reviewed the grade level analysis information.

A first reading of student handbooks were presented for the 2010-2011 school year. First readings of Policy 601- Field Trips, Policy 611 – Home Schooling, Policy 612.1 – Development of parental involvement policies for Title 1 program.

A board work session was scheduled for Wednesday, July 28th 6:00 p.m.

Action Items:

Member Eckhardt introduced the following resolution and moved its adoption: Resolution for the election of school board members and calling the school district general election. It is necessary for the school district to hold its general election for the purpose of electing four school board members for terms of four years each. The general election is hereby called and elected to be held in conjunction with the state general election on Tuesday, November 2, 2010. The motion for the adoption of the foregoing resolution was duly seconded by Member Hanson and upon vote being taken thereon, the following voted in favor thereof-Bly, Haugh, Cahill, Hanson, Eckhardt, Fellows. The following voted against: none. Whereupon said resolution was declared duly passed and adopted.

Member Haugh introduced the following resolution and moved its adoption: Resolution for establishing dates for filing affidavits of candidacy for Independent School District 2860, Blue Earth Area Schools, shall begin on August 3, 2010 and shall close on August 17, 2010. An affidavit of candidacy must be filed in the office of the school district clerk and the $2 filing fee paid prior to 5:00 p.m. on August 17, 2010. The motion for the adoption of the foregoing resolution was duly seconded by Member Fellows and upon vote being taken thereon, the following voted in favor thereof-Bly, Haugh, Cahill, Hanson, Eckhardt, Fellows. The following voted against: none. Whereupon said resolution was declared duly passed and adopted.

On a Fellows/Eckhardt motion the board approved the annual bid for softner salt, awarding the bid to Coxworth Water Conditioning, Blue Earth. Unanimous approval.

On a Hanson/Cahill motion the board approved the bulk fuel oil (buildings) bid, awarding the bid to More's Ag, Blue Earth. Unanimous approval. Member Haugh abstained from voting.

On a Haugh/Eckhardt motion the board approved the annual bid waste removal, awarding the bid to Waste Management. Unanimous approval.

On a Fellows/Hanson motion the board approved the annual bid for snow removal, awarding the bid to Weerts Construction, Winnebago. Unanimous approval.

On a Eckhardt/Cahill motion the board approved the annual bid for vehicle, gasoline & diesel fuel bids, awarding the Blue Earth bid to WFS. Fuel purchased in Winnebago, will be awarded to Urban Oil. Unanimous approval. Member Haugh abstained from voting.

On a Fellows/Haugh motion the board approved the ticket prices and fees for 2010-2011 school year as presented. Unanimous approval.

On a Cahill/Eckhardt motion the board approved the board member reimbursement rates for 2010-2011 school year ($300 chair, clerk, treasurer; $50 per meeting up to _ day meeting; $70 per full day meeting). Unanimous approval.

On a Haugh/Cahill motion the board approved the board approved the MSBA membership at $4369. Unanimous approval.

On a Eckhardt/Hanson motion the board approved the Health and Safety program application as presented. Unanimous approval.

On a Cahill/Haugh motion, the board adjourned at 7:27 p.m. Unanimous approval.

NOTICE OF APPLICATION FOR LIVESTOCK

FEEDLOT PERMIT

Notice is hereby given per Minnesota Statutes 116, that Daniel Kluender has made application to the Minnesota Pollution Control Agency or County of Faribault for a permit to construct or expand a feedlot with the capacity of 500 animal units or more.

The existing feedlot is located in the SE 1/4 of the NE 1/4 of Section 4, Kiester Township (T. 101N., R.24 W.), Faribault County, Minnesota. The existing facility consists of 300 slaughter steers/heifers (300 animal units) housed in partial confinement barns with open lots with manure pack on the lot floors. The proposed facility will be located in the SW 1/4 of the NW 1/4 of Section 3, Kiester Township (T. 101N., R 24W.), Faribault County, Minnesota. The proposed facility consists of 500 slaughter steer/heifers (500 animal units) housed in a total confinement barn with manure pack on the concrete floor. The proposed new facility will consist of a total confinement barn (120 feet x 300 feet) with manure pack on the floor. The total animal unit capacity will be 800 animal units.

This publication shall constitute as notice to each resident and each owner of real property within 5,000 feet of the perimeter of the proposed feedlot as required by Minnesota State Law.

A Public Meeting will be held on August 17, 2010, 11:00 a.m., at the Faribault County Board of Commissioners meeting at the Faribault County Courthouse for citizen input in request to the feedlot being permitted.
