BLUE EARTH AREA SCHOOL BOARD MINUTES

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D.#2860 was held on Monday, November 8, 2010 at the District Conference Room, Blue Earth, MN.
Present were School Board members: J. Haugh, F. Bly, T. Cahill, M. Eckhardt, D. Fellows, V.Hanson, S.Becker
Also attending were Supt. Brandsoy, Principals Eustice, McGuire and Grant, members of the press, staff and public.
Chairperson Bly called the meeting to order at 6:31 p.m.. The Pledge of Allegiance was recited.
On a Fellows/Eckhardt motion the board approved the amended agenda. Unanimous approval.
Public Input: none.
On a Haugh/Becker motion the board approved the minutes of the Monday, October 11, 2010 regular board meeting. Unanimous approval.
The financial report for October was presented and on a Hanson/Fellows motion, nine transfers/wires were approved for the month and total disbursements in the amount of $1,192,301.67 were approved for October 2010. Unanimous approval.
Chairperson Bly gave a brief report, mentioning congratulations to Courtney Grandgenett for her State Cross Country meet participation.
Superintendent Brandsoy gave his report.
Member Cahill updated the group on Southern Plains and the audit report for that organization.
Principals McGuire, Grant and Eustice each updated the board on their respective areas.
Action Items:
On a Becker/Haugh motion, the board approved the 09-10 Audit Report after a presentation by Sandra Hans, LarsonAllen, auditors for the District. Unanimous approval.
On a Haugh/Cahill motion, the board approved the high school concert band trip after a brief presentation by Mr. Frahm. Unanimous approval.
On a Hanson/Eckhardt motion, the board approved the Q Comp Committee to continue developing a proposal to submit to the Minnesota Department of Education. Unanimous approval.
On a Becker/Cahill motion, the board approved Mr. Grant as the designated Local Education Agency (LEA) representative for BE Area Schools. Unanimous approval.
Member Cahill introduced the following resolution and moved its adoption: RESOLUTION CANVASSING RETURNS OF VOTES OF SCHOOL DISTRICT GENERAL ELECTION: A total of 4,363 voters of the district voted at said election on the election of four (4) school board members for four year term vacancies on the board caused by expiration of term on the first Monday in January next following the general election as follows: Jesse Haugh 2,656, Mary E. Eckhardt 2,644, Vickie Hanson 2,480, Terence Cahill 2,375, Write-In 84. The motion for the adoption of the foregoing resolution was duly seconded by Member Haugh and upon vote being taken thereon, the following voted in favor thereof: Haugh, Becker, Hanson, Bly, Fellows, Cahill and Eckhardt; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted.
Member Eckhardt introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZING ISSUANCE OF CERTIFICATES OF ELECTION AND DIRECTING SCHOOL DISTRICT CLERK TO PERFORM OTHER ELECTION RELATED DUTIES
The motion for the adoption of the foregoing resolution was duly seconded by Member Fellows and upon vote being taken thereon, the following voted in favor thereof: Haugh, Becker, Hanson, Bly, Fellows, Cahill and Eckhardt; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted.
On a Haugh/Eckhardt motion the board approved the hiring of Kristine Flohrs. Unanimous approval.
On a Becker/Hanson motion the board approved the resignation of Karrie Owen. Unanimous approval.
On a Hanson/Becker motion the board approved the winter coaching list as presented. Unanimous approval.
On a Cahill/Fellows motion, the board adjourned into a closed session at 7:30 p.m. for review the preliminary allegation against an employee. Unanimous approval.
On a Becker/Haugh motion the board re-opened the regular monthly board meeting at 8:05 p.m. Unanimous approval.
Member Hanson introduced the following resolution and moved its adoption: RESOLUTION RELATING TO THE PROPOSED DISCHARGE OF THE EMPLOYEE IDENTIFIED IN THE ATTACHMENT HERE TO (HEREINAFTER REFERRED TO AS THE “EMPLOYEE”)

CITY OF BLUE EARTH
AN ORDINANCE TO CONVEY REAL PROPERTY
The City Council of the City of Blue Earth do ordain as follows:
SECTION I
The City of Blue Earth owns certain real property located in the City of Blue Earth, Faribault County, Minnesota legally described as follows:
A tract of land in the Southwest Quarter of the Southeast Quarter of Section 17, Township 102 North, Range 27 West, in the City of Blue Earth, Faribault County, Minnesota, described as follows:
Commencing at the southeast corner of Block Sixteen, Garretson’s Addition to Blue Earth City (now City of Blue Earth), Faribault County, Minnesota according to the recorded plat thereof on file and of record in the Office of the County Recorder; thence South, along the southerly extension of the east line of said Block Sixteen, a distance of 618 feet; thence West, parallel with the south line of said Block Sixteen, a distance of 150 feet to the point of beginning; thence South, parallel with the southerly extension of the east line of said Block Sixteen, a distance of 61.86 feet; thence West, parallel with the south line of said Block 16, a distance of 152 feet, more or less, to the east right-of-way line of Gorman Street (as said street is currently monumented and laid out); thence North, along said east right-of-way line a distance of 61.86 feet, more or less, to a point on a line lying parallel with the south line of said Block 16 and passing through the point of beginning; thence East, parallel with the south line of said Block 16, a distance of 152 feet, more or less to the point of beginning.
