BLUE EARTH AREA SCHOOL BOARD MINUTES

December 13, 2010

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D.#2860 was held on Monday, December 13, 2010 at the District Conference Room, Blue Earth, MN.

Present were School Board members: J. Haugh, F. Bly, T. Cahill, M. Eckhardt, D. Fellows, V.Hanson, S.Becker

Also attending were Supt. Brandsoy, Principals Eustice, McGuire and Grant, members of the press, staff and public.

The meeting was called to order at 6:31 p.m. by Chairperson Bly. The Pledge of Allegiance was recited.

On a Haugh/Hanson motion the board approved the agenda. Unanimous approval.

Public Input: none.

The Truth in Taxation Public Hearing took place. Alan Wilhelmi presented information to the board.

On an Haugh/Eckhardt motion the board approved the minutes of the Monday, November 8, 2010 regular board meeting. Unanimous approval.

The financial report for October was presented and on a Fellows/Becker motion, eight transfers/wires were approved for the month and total disbursements in the amount of $1,017,808.60 were approved for November, 2010. Unanimous approval.

Chairperson Bly asked board members to review committee assignments for 2011.

Superintendent Brandsoy gave his report, updating the board on a TIES 2010 Education Technology conference he attended recently. He also presented an update on the So Central MN Educational Learning Consortium.

Member Eckhardt updated the group on the State Delegate Assembly meeting, which she attended recently.

Principals McGuire, Grant and Eustice each updated the board on their respective areas.

Sue Vogelsang updated the board on GED & ECFE programs.

Superintendent Brandsoy presented an informational update on Q Comp proposal to the board. A brief discussion on the information presented took place. The teacher committee continues to work on the proposal.

Action Items:

Member Cahill introduced the following resolution and moved its adoption: Resolution Establishing Final Property Tax Levy 2010 payable 2011. WHEREAS, pursuant to Minnesota Statutes, the board is authorized to make the following proposed tax levies for 2010 payable 2011 general purposes: General Fund (includes referendum) $1,021,586,14, Community Service $128,247.84, Debt Service $255,124.07. Total Proposed Tax Levy $1,404,958.05. NOW THEREFORE, BE IT RESOLVED by the School Board of Independent School District No. 2860, Blue Earth Area Schools, State of Minnesota, that the proposed tax levy to be levied in 2010 and collected in 2011 is set at $1,404,958.05. The motion for the adoption of the foregoing resolution was duly seconded by Member Eckhardt and upon vote being taken thereon, the following voted in favor thereof: Haugh, Becker, Hanson, Bly, Fellows, Cahill and Eckhardt; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted.

On a Hanson/Fellows motion the board approved the School Improvement Plan for 2010-2011. Unanimous approval.

On a Haugh/Becker motion the board approved the phased retirement option for an individual currently on staff, as presented to the board. Unanimous approval.

On a Cahill/Fellows motion the board approved the 2010-2011 Seniority List as presented. Unanimous approval.

On a Eckhardt//Becker motion the board approved the hiring of Dayna Weringa, Cook's Helper (H.S.). Unanimous approval.

On a Cahill/Fellows motion the board adjourned at 8:11 p.m.. Unanimous approval.

Notice of Public Hearing on Improvements: The Blue Earth City Council will meet at the City Council Chambers, 125 W. Sixth St., Blue Earth, MN at 5:05 p.m., January 24, 2011 to consider the construction of water, sanitary sewer and storm sewer Mains and private laterals, curb, gutter and residential street surface, sidewalks and driveway aprons, and boulevard improvements. The area to be improved is the streets of: Tenth Street from Moore to Ramsey, to Galbraith Street from Seventh to Fourteenth and to Eleventh Street from Galbraith to Ramsey. The total estimated cost is $3,154,900. Person wishing to be heard on the project are encouraged to attend. Plans are available at City Hall.
