Notice of Public Hearing on Improvements: The Blue Earth City Council will meet at the City Council Chambers, 125 W. Sixth St., Blue Earth, MN at 5:05 p.m., January 24, 2011 to consider the construction of water, sanitary sewer and storm sewer Mains and private laterals, curb, gutter and residential street surface, sidewalks and driveway aprons, and boulevard improvements. The area to be improved is the streets of: Tenth Street from Moore to Ramsey, to Galbraith Street from Seventh to Fourteenth and to Eleventh Street from Galbraith to Ramsey. The total estimated cost is $3,154,900. Person wishing to be heard on the project are encouraged to attend. Plans are available at City Hall.

NOTICE OF HEARING

Notice is hereby given that a hearing will be held before the Blue Earth Municipal Airport Joint Airport Zoning Board for the purpose of considering the adoption of an Airport Zoning Ordinance in the area of the Blue Earth Municipal Airport.

The public hearing will be held on the 26 day of January, 2011, commencing at 6:00 p.m. at the Blue Earth Public Safety building. The proposed Ordinance and the accompanying map are available for public inspection at Blue Earth City Hall, 125 W. 6th St., Blue Earth, during regular business hours.

The property affected by the proposed Airport Zoning Ordinance is some, but not all, of the land lying within 14,000 feet of the airport’s runways. The types of restrictions proposed for each area are set forth in detail in the proposed Ordinance and map.

The precise restrictions that would be imposed vary depending on the location of the property. The restrictions generally regulate height of structures, the location or size, and use of buildings, and the density of population. The most restrictive provisions would apply to the areas located in a trapezoidal area off the end of each runway, which area extends out from the end of the runway a distance equal to the length of the runway plus two hundred feet.

Persons who believe that they may be affected by the proposed Ordinance are encouraged to review it and ascertain the specific impact that it would have on their property.

8. Motion withdrawn to approve a moving permit fee of $25 administration fee for oversize and $4.59 per ESAL’s per mile plus the $25 administration fee. Tabled this motion until the next meeting.

9. Approved request of J. McDonald to attend a 4-day MN County Engineers conference in Brainerd.

10. Adopted Resolution 10-CB-46 setting the 2011 county commissioner salary at $17,738.00, per diems at $80 per day, and mileage reimbursement at 5 cents under the Internal Revenue Service rate. Commissioners Erichsrud, Groskreutz, Loveall, Roper, and Warmka voted yes.

11. Approved transfer of drainage system fees to the general fund.

12. Authorized County Auditor/Treasurer/Coordinator to advance funds to ditch funds with deficit balances.

14. Set January 3, 2011 at 2:00 p.m. for a work session with Mike Nolan of the Small Business Development Center.

15. Approved request to Prairieland to evaluate current operations and develop a comprehensive business plan for RDF operations.

TO ALL INTERESTED PERSONS AND CREDITORS: It is Ordered and Notice is given that on 15th day of February, 2011, at 10:30 a.m., a hearing will be held in the above named Court at Blue Earth, Minnesota, for the formal probate of an instrument purporting to be the will of the above named decedent, dated January 5, 2010, and for the appointment of Gary L. Reynolds whose address is 4383 South William Avenue, Inverness, Florida 34452 as personal representative of the estate of the above named decedent in an unsupervised administration and that any objections thereto must be filed with the Court. That, if proper, and no objections are filed, a personal representative will be appointed to administer the estate, to collect all assets, pay all legal debts, claims, taxes and expenses, to sell real and personal property, and do all necessary acts for the estate.

Notice is also given that ALL CREDITORS having claims against said estate are required to present the same to said personal representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.

Any objections to the petition must be filed with the Court prior to or raised at the hearing. If proper and if no objections are filed or raised, the personal representative will be appointed with full power to administer the Estate, including the power to collect all assets, pay all legal debts, claims, taxes and expenses, to sell real and personal property, and do all necessary acts for the Estate.

NOTICE OF PUBLIC HEARING

TO: INTERESTED PARTIES, GROUPS and INDIVIDUALS

The City of Winnebago is applying to the Minnesota Department of Employment and Economic Development (DEED) for financial assistance to be used to help homeowners and business owners finance improvements to their homes and businesses. Funds are being requested pursuant to the Small Cities Development Program as administered by DEED.

The City is in the process of preparing a grant application for these funds, and will hold a public hearing on this project on February 2, 2011 at 5:00 p.m. at the Municipal Center, 140 S. Main St, Winnebago, MN to discuss it. Those interested in this program are invited to attend this meeting.
