SYNOPSIS

JANUARY 4, 2011

1. All members were present. The pledge of allegiance was recited.

2. Elected Warmka chair and Roper vice-chair for 2011.

3. Approved synopsis and official proceedings of December 21, 2010. Approved agenda of January 4, 2011.

4. Set the first and third Tuesday at 9:00 a.m. as regular board meeting dates for 2011.

5. Authorized commissioners, other officials, and the central services director to attend association, region, and district meetings.

6. Approved Resolution 11-CB-01 setting gopher bounty for 2011 at two dollars for each pocket gopher and fifty cents for each striped and grey gopher. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

7. Appropriated $1,000 from general revenue to the agricultural society for 2011 per Minnesota Statute 375.79.

8. Appointed full board, auditor/treasurer/coordinator, engineer, and assessor as voting delegates to the Association of Minnesota Counties with the recorder as alternate.

9. Set per diems of $30 per day for lay committee members and set mileage reimbursement at five cents below the IRS rate for employees with the recommendation that the county vehicle is to be used as often as possible.

10. Approved an SSTS loan of $10,444.94 to Tim and Michelle Brandt on Parcel No. 13.011.0500 in Minnesota Lake Township.

11. Entered into an agreement with the Faribault County Regional Development Coorporation for a one year contract for economic development services. Commissioners Roper, Warmka, and Young voted yes. Commissioners Groskreutz and Loveall voted no.

12. Approved advertising for the park caretaker position at Woods Lake Park. Commissioners Loveall, Roper, Warmka, and Young voted yes. Commissioner Groskreutz voted no.

13. Appointed Faribault County Register as the official county newspaper for 2011.

14. Appointed individual commissioners to certain committees for the year 2011.

15. Appointed entire board to various committees for 2011.

16. Appointed members to citizen committees: John P. Hermann of Wells to a five year term on the Economic Development Authority ending December 31, 2015; Linda O’Neil of Winnebago to a three year term on the Library Board ending December 31, 2013; Sherwood Krosch of Elmore to a three year term on the Planning Commission ending December 31, 2013; and Bill Schaible of Winnebago to a three year term on the Planning Commission ending December 31, 2013.

17. Approved request of K. Boettcher, K. McGowen, M. Murphy, and A. Porter to attend a 3-day annual Correctional Officers training in Morton, J. McDonald to a 5-day national Association of County Engineers conference in Minneapolis, and J. Udermann to attend a 2-day course challenge in St. Cloud.

18. Recommended the Faribault County Economic Development Authority to apply for the state Economic Development Authority grant funds.

19. Approved payment bills totaling $263,575.66, which includes the bills paid in the last week of December 2010.

Discussion was held concerning the following:

1. L. Krosch met regarding treasurer business.

2. M. Stindtman and B. Douglas met regarding soil & water/planning & zoning

3. Faribault County Regional Development Corporation (FCRDC) Economic Development Coordinator Linsey Warmka and Vice Chair Travis Keister met regarding office operations.

4. J. McDonald met regarding public works business. B. Ripley also attended.
