There is no requirement for the origin of components and subcomponents of manufactured goods. Products listed at 48 CFR 25.104(a) have been determined to be unavailable in the United States and if required for the project may be purchased from foreign sources. No unauthorized use of foreign iron, steel, and/or manufactured goods will be allowed on this project.

NOTICE OF MORTGAGE FORECLOSURE SALE

1. Default has occurred in the conditions of the Mortgage dated September 26, 2007, executed by Andrew L. Bahr and Kelli L. MARCH 15, 2011

1. All members were present. The pledge of allegiance was recited.

2. Approved synopsis and official proceedings of February 25, 2011 special meeting and March 1, 2011 regular meeting. Approved agenda of March 15, 2011.

3. Approved reclassification of Trish Gjere in the Auditor’s office to a B22 Senior Technical Clerk.

4. Motion to allow up to 160 hour of voluntary leave without pay failed. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted no.

5. Approved a contract with Gallagher Benefit Services Inc. of Bloomington to provide basic request for proposal (RFP) services for healthcare benefits.

6. Approved purchase of three trailers at $2,000 each from Green Tech of Mankato to be used for electronic and appliance collection and transportation.

7. Approved Resolution 11-PZ03-06 amending the local water management plan. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

8. Approved not accepting the turn back of State Highway 109 from the Minnesota Department of Transportation (MnDOT). Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

9. Approved obtaining quotes on two disc mowers.

10. Entered into an agreement with The Schneider Corporation for the development and maintenance of a parcel map layer and for the first flight of Pictometry for $148,824.50 which will be funded by recording fees.

11. Approved Resolution 11-CB-07 for a mutual aid agreement with Freeborn, Steele, and Mower Counties for the emergency housing of detainees of jail facilities. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

12. Approved Resolution 11-CB-08 entering into a five-year joint powers agreement with the Minnesota State Bureau of Criminal Apprehension (BCA) to use system and tools from their criminal justice data communications network.

13. Approved requests from G. Peter and M. Evans to attend a one-day fraud training seminar in Mankato and from D. Babcock to attend a one-day bituminous plant monitor refresher training in Mankato.

14. Approved payment bills totaling $379,551.33.

Discussion was held concerning the following:

1. B. Ripley met regarding central services business.

2. B. Rabbe met regarding solid waste business.

3. M. Stindtman met regarding soil & water/planning & zoning business.

4. J. McDonald met regarding public works business. State Aid Engineer Doug Haeder from District 7 of the Minnesota Department of Transportation (MnDOT) also attended.

5. M. Gormley met regarding sheriff business.

1. Commissioners Groskreutz, Loveall, Roper, and Warmka were present. Commissioner Young was absent. Also present were Auditor/Treasurer/Coordinator Thompson and County Attorney Timmerman.

2. Auditor/Treasurer/Coordinator Thompson stated the reason for the public hearing and read the proposed resolution.

3. Public hearing was opened. Twenty-one people were in attendance. Rich Yarbroff of BioFuel Energy, Loren Lein of Blue Earth, Blue Earth City Administrator Kathy Bailey, Ardys Grimmelman of Blue Earth, and Sherwood Krosch of Elmore spoke.

4. Public hearing was closed.

5. Adopted Resolution 11-CB-09 for an interim ordinance placing a moratorium on the issuance of permits for and the establishment of commercial, industrial and manufacturing operations or activities, including pipelines that are not an essential service, that discharge waste waters into protected waters of the state, and prohibiting their location within the county while the moratorium is in effect. Commissioners Groskreutz, Loveall, Roper, and Warmka voted yes. Commissioner Young was absent.
