A room full of concerned residents filled the Winnebago Community Center Jan. 17 for a notification meeting about a level three sex offender moving into the city.

Level three offender Bryan Decker was released on Jan. 18 and is scheduled to make his residence in Winnebago.

He will be placed under supervision by a team of three agents until Feb. 10. During that time period, Decker will be required to be involved in constructive work or education for a minimum of 40 hours per week.

Decker’s original offense involved sexual contact with a 13-year-old female. The offender was known to the victim at the time of the incident.

Decker was originally released as a level two offender in Winnebago. He then violated terms of his probation serving a 21 month prison sentence for those actions and was reevaluated to a level three offender. The probation violations were not sexual in nature.

For 10 years, Decker will be required to register as a predatory offender barring any further violations of his probation.

“The first level of protection starts with you,” Winnebago Police Chief Bob Toland tells a group of concerned residents. “Then it goes to law enforcement.”

Representatives from the Department of Corrections, the Winnebago Police Department and the Faribault County Sheriff’s Department provided information about the offender and safety information for those attending the 90 minute meeting.

Following the presentation by the Minnesota Department of Corrections, a question and answer session was held.

“The meeting is designed to vocalize thoughts,” says Michele Murphy of the Department of Corrections. “It gives everyone an opportunity to ask questions.”

Currently, there are 17,000 active registered predatory offenders in Minnesota and 41 registered in Faribault County. There are five registered offenders currently living in Winnebago. Decker is the only offender classified as a level three or high risk offender in the city.
