BLUE EARTH AREA SCHOOL BOARD MINUTES

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D #2860 was held on Monday April 14, 2014 in Blue Earth, MN.

Present were School Board members: J. Haugh, M. Eckhardt, D. Fellows, F. Bly, M. Maher S. Ripley and T. Cahill.

Also attending were Supt. Gough, members of the press, staff and public.

The meeting was called to order at 6:30 p.m. by Chairperson Bly. The Pledge of Allegiance was recited.

On a Haugh/Fellows motion the board approved the agenda. Unanimous approval.

Public input: None

On a Cahill/Ripley motion, the board unanimously approved the minutes from the March meeting.

The board unanimously approved 8 money transfers in the amount of $1,061,684.34. Fellows/Eckhardt motion.

District Reports: Laura and Shane Becker, along with the robotics team, came to give a recap of the year and a demonstration.

Kim Sickler gave a report on the math concepts being introduced in the elementary.

Chairperson's report: None

Superintendents Report:

Mr. Evan Gough gave a legislative update. In the last session schools of our size were given levy authority up to $724. The district's insurance increase for the 2014-2015 year will be 10.9%. The District acknowledges May 5-9 as Nutrition employee week.

Committee Reports: Non-certified negotiations will begin this month.

Principal Reports: McGuire informed the board of kindergarten numbers for next year. May 7th will be community service day for the middle school. Mr. Schneider congratulated the Drama club as well as the Speech Team on a successful year. He also thanked those that have been involved with preparations for Prom and to those who have organized and contributed to what will be another successful Post Prom event.

Action Items:

On a Ripley/Fellows motion the Board unanimously approved a 2 year contract with the Maple River School District for services rendered through the Community Ed. Office.

On an Eckhardt/Haugh motion the board approved a calendar change that will allow for early releases on Wednesdays from Oct. 1 April 29, to allow for staff development and religious release time.

1. All members were present. The pledge of allegiance was recited.

2. Approve minutes and synopsis of April 1, 2014.

3. Approve agenda of April 15, 2014.

4. Approved Resolution 14-PZ05-15 granting a conditional use permit to Kenneth Schroeder of Clark Township to operate a used vehicle dealership. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes. Kenneth Schroeder attended.

5. Approved Resolution 14-PZ06-16 granting a conditional use permit to Cargill-Marna for an additional 12 x 30 foot fertilizer tank. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes. Cargill Manager Dan Theilen also attended.

6. Approved Resolution 14-CB-17 a joint powers agreement creating the South Central Minnesota Regional Radio Board. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

7. Approved purchase a 2014 Ford F150 4x4 pickup from Fairmont Ford for $32,374 and transfer the title of the 2008 Dodge Ram to the Planning and Zoning Department transferring $16,000 from the general fund to the Sheriff Department budget.

8. Accepted low bid of $126,225 from Ulland Brothers of Albert Lea on the turn lane/bypass lane project for the Stateline elevator. Two other bids were received: $134,165 from W W Blacktopping Inc. and $186,307.50 from Southern MN Construction Co. Inc.

9. Approved Resolution 14-RB04-18 entering into Mn/DOT Contract No. 05851, a detour agreement with the State of Minnesota Department of Transportation on S.P. 2280-132 Trunk Highway No. 90 detour. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

10. Support and promote the goals and objectives of the employee wellness and recognition program as presented and use funding from South Central Service Cooperative and any other non-levy sources.

11. Accepted retirement of Don Amundson as veteran services driver and transit driver effective May 30, 2014.

12. Approved requests from L. Krachmer and S. Robbins to attend a 2-day Mn Assoc. of Assessing Officers seminar in St. Cloud, from K. Boettcher and M. Murphy to attend a 3-day DMT G certification course in St. Paul, and from D. Babcock and M. Durkee to attend a 1-day Concrete Plant Monitor workshop in Mankato.

13. Authorized per diem and mileage for attendance to Minnesota Department of Transportation's Towards Zero Deaths workshop on May 14, 2014 in Mankato.

14. Appointed Retha Rasmussen of Winnebago to a 3-year term on the Extension Committee ending December 31, 2016.

15. Approved payment bills totaling $330,914.11.

1. M. Stindtman met regarding soil and water/planning and zoning business.

2. S. Adams met regarding sheriff business.

3. J. McDonald met regarding public works business.

The total amount of the taxes proposed to be abated by the City on the property for up to a 15 year period is estimated to be not more than $577,110. The City Council will consider the property tax abatement to finance the construction of a Fitness Center to be located at 320 White Oaks Road in Blue Earth, Minnesota (the "Project"),
