Torrential rainfall on Wednesday and Thursday, resulting in 10 inches of rain in some areas of Faribault County, had local government officials holding emergency board meetings. Commissioners met Friday morning to pass a resolution declaring a state of emergency because of the significant amount of public property damage caused. The Winnebago and Wells City Councils also held special meetings later in the day and also approved similar resolutions to seek federal and state aid.
