County Board gets road work update

Mark Daly updated the board on many of the summer projects taking place in Faribault County. Bridge replacement, road repair and micro-surfacing are just some of the work to be done in the county. Daly also informed the board Trunk Highways 253 and 254 will be receiving a one-inch overlay in late June or July.

The Faribault County Board of Commissioners received an update on construction and repair projects from Mark Daly, the Public Works director, at their regular board meeting on June 4.

Daly then addressed the damage to County State Aid Highway 17.

A hired hand working for an area farmer failed to raise his implement completely and damaged a portion of the highway on May 15. The county did a temporary bituminous repair the following day, Daly explained. A permanent repair of about 200 feet will be done in conjunction with the overlay being done on Trunk Highway 254 since the location of the needed repair is approximately two miles away. The total cost for fixing the damage is $13,535.55 and the farmer has insurance which will cover the cost of the repair.

The commissioners were very understanding of the situation.

“This is not the first time this has happened in the county and it won’t be the last,” commissioner Tom Warmka said.

On the recommendation of Daly, the board rejected all bids for the 2019 crack seal work. Daly told the commissioners the county has their tar kettle in operation and can perform the repairs at a cheaper cost than the bids which were received.

Next, the board approved a bid from Midwest Contracting to replace two bridges in the county. Both will be replaced with precast concrete box culverts. One of the bridges is located on 60th Street in Rome Township. The other bridge is on 500th Avenue in Seely Township. The total cost for replacing both bridges is $400,629.

A bid from Astech to do micro-surfacing on 14th Street in Blue Earth (also known as CSAH 52) from US Highway 169 to Main Street was approved by the board.

Finally, Daly informed the board a gravel road plan was being formulated to deal with frost boil repairs and new gravel issues.

Switching gears, the commissioners certified a land sale concerning the US Fish and Wildlife Service purchasing 80 acres of land in Section 8 of Delavan Township from Joni Spenger.

Blake Knisley, a realty specialist with the US Fish and Wildlife Service, told the county board the property will be managed as a waterfowl production area.

“The land will be open to the public for hunting and other approved activities,” Knisley said.

The area will be converted to grass and wetlands and the US Fish and Wildlife Service will be responsible for maintaining it and taking care of noxious weeds, according to Knisley.

One area of concern is the loss of tax revenue generated by the land, which is paid to the county. However, Knisley informed the board the county would receive a one-time payment of $28,000 in addition to a yearly payment, which as of today, would be approximately $1,180, but will vary from year to year.

In other business:

The board approved an update to the personnel policy portion of the employee handbook regarding Section 8.5, respectful workplace and policy against harassment.

The board authorized the requests of Planning Commission members, Loria Rebuffoni, Kathryn Karjala, Allen Aukes, Russ Elmer and Dennis Koziolek to attend a one-day seminar in Mankato titled “Beyond the basics of Planning and Zoning.”

Approval was given to Mark Purvis, a deputy with the Sheriff’s Department to attend a three-day conference in Hutchinson on basic tactical medical instruction.
