Council reviews assessment bids

Wells considers improvements needed for city-owned facilities

The Wells City Council met on Monday, July 24, to discuss facility assessment proposals from three different companies: ISG, Kraus-Anderson and ICS.

“I am totally lost on which way to go,” council member John Herman said. “I normally have an idea of which way I want to go but this is like comparing apples and oranges.”

Fellow council member Crystal Dulas agreed that the proposals were quite different from each other.

“ICS seems to want to do an assessment of all of the buildings,” she commented. “I thought the original intent was to look at City Hall and see how we might be able to move some offices around.”

The proposal from ISG was to do the assessment on City Hall and the Wells Street Department shop at a cost of $9,950.

Kraus-Anderson’s bid was for $9,800 for the two buildings plus the option to do an assessment on the rest of the city-owned buildings for an additional $4,000.

ISG’s bid came in at $22,500 and included an assessment of all of the buildings.

Council member Nancy Kruger spoke in favor of selecting ISG.

“They have worked with the city before,” she pointed out.

ISG had previously worked with the city of Wells in the revitalization and restoration of the century-old Wells Depot.

City administrator Connor La Pointe reminded council members of the reason for obtaining a facilities assessment report.

“I need a document I can hand to the United States Department of Agriculture when we seek funding to do any improvements,” La Pointe said.

“So, we have to pay someone so we can get a plan to be able to move forward,” Herman added.

On a motion by Dulas, the City Council passed Resolution No. 23-24 to accept the proposal from ISG, of Mankato, to perform the facilities assessment for City Hall and the Street Department shop.
