NOTICE OF PUBLIC HEARING WITH INTENT TO AMEND THE FARIBAULT COUNTY SOLID WASTE SERVICE FEE ORDINANCE

NOTICE IS HEREBY GIVEN that the Faribault County Board of Commissioners will conduct a public hearing on its intent to amend the Faribault County Solid Waste Service Fee Ordinance at 11 a.m., Tuesday, July 1, 2014. The public hearing on the proposed Ordinance amendment will be held at the Faribault County Board of Commissioners Meeting Room, located in the Faribault County Courthouse, Blue Earth, Minnesota.

The proposed amendment, pursuant to the authority and procedures of Minnesota Statutes 400.08, would clarify language in the already existing solid waste service fee ordinance by eliminating reference to equating the hauler collected fee to $40 per ton, and requiring that the fee be a percentage of the hauler's invoice amount by removing the option for a fee based on weight.

The Board of Commissioners, in a separate action, plan to consider keeping the current percentages of a hauler's invoice -- 22 percent for residential customers and 34 percent for commercial/industrial/institutional customers -- in place.

Proceeds from the hauler-collected service fee are primarily used to reduce the disposal fee paid by haulers at the Prairieland Solid Waste Management Facility in Truman, MN. Currently, Prairieland charges haulers $35 per ton of waste delivered to the Facility.

The Ordinance amendment would not affect the current property-based solid waste service fee established by the County.

Prairieland is a joint effort of Faribault and Martin Counties. After separating non-burnable items, the Prairieland Facility converts garbage into Refuse Derived Fuel (RDF) that is delivered to Xcel Energy in Mankato to be converted into electricity.
