BLUE EARTH AREA SCHOOL BOARD MINUTES

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D.# 2860 was held on Monday, February 11, 2008 in the Frost Community Center, Frost, MN.
Present were School Board members: M. Eckhardt, T. Cahill, D. Fellows, V.Hanson, J. Haugh and E. Johanson.
Absent: F. Bly
Also attending were Supt. Brandsoy, members of the press, staff and public.
The meeting was called to order at 6:30 p.m. by Eckhardt, Acting Chairperson. The Pledge of Allegiance was recited. On a Hanson/Haughl motion the Board approved the amended agenda.
Public Input: none
The minutes of the January 14, 2008 regular meeting were approved on a Johanson/Fellows motion.
On a Johanson/Haugh motion eight transfers/wires and payment of bills in the amount of $1,414,393.64 were approved.
Eckhardt congratulated Blue Earth Schools Triple A winners Logan Becker and Meagan Grandgenett during her Chairperson’s report.
Superintendent Brandsoy gave his report.
Committee report was given by Johanson who attended the most recent SPEC meeting.
Principal reports were given by McGuire and Eustice, Grant absent due to parent/teacher conferences.
Action Items:
Member Hanson introduced the following resolution and moved its adoption: Resolution recognizing February as Kindness Month at each elementary site. The motion for the adoption of the foregoing resolution was duly seconded by Member Fellows and upon vote being taken thereon, the following voted in favor thereof-Cahill, Haugh, Hanson, Eckhardt, Fellows, Johanson, The following voted against: none. Whereupon said resolution was declared duly passed and adopted.
Brandsoy presented an update on Elementary portion of the School Improvement Plan.
Eustice presented an update and handout regarding Project Lead the Way. The application for grant funding from the Kern Foundation has been approved.
On a Johanson/Haugh motion, the Board approved the 2007-08 Non-Certified Seniority List as presented. Unanimous approval.
Member Haugh introduced the following resolution and moved its adoption: Resolution that Independent School District 2860 acknowledges that the property located at the Southeast Corner of the Southeast Quarter of Section 19 in Township 102 North, Range 25 west, running thence North 8 rods, thence West 8 rods, thence South 8 rods, thence East 8 rods to the point of beginning, is not utilized for school purposes, has not been utilized for school purposes since at least 1951, recognizes the right of reversion of title to the current owners of the property who are: Paul Olson, Charles Olson, Wayne Olson and Lila Mae Laugen. The District also authorizes the execution of a Quit Claim Deed to the current property owners. The motion for the adoption of the foregoing resolution was duly seconded by Member Cahill and upon vote being taken thereon, the following voted in favor thereof-Cahill, Haugh, Hanson, Eckhardt, Fellows, Johanson, The following voted against: none. Whereupon said resolution was declared duly passed and adopted.
Brandsoy presented an update on 2007/08 enrollments, also updating the Board on enrollment projections for 2008/09.
On a Hanson/Cahill motion, the Board approved contracts for Dar Holmseth, Community Education Director and Rob Norman, Activities Director/DAPE. Unanimous approval.
On a Fellows/Haugh motion, the Board approved the Student Teaching Agreement with Minnesota State University/ Mankato. Unanimous approval.
Brandsoy read a Thank You note from I. Hodgdon, thanking the BEAS for installing handrails at the High School site (this installation was made possible by a donation from the Dickman family).
On a Johanson/Hanson motion, the Board adjourned at 7:40 p.m. Unanimous approval.

1. All commissioners were present. The pledge of allegiance was recited.
2. Approved synopsis and official proceedings of the January 22, 2008 regular meeting.
3. Approved agenda of February 5, 2008
4. Approved the following SSTS loans: $4,384.18 to Larry Becker on Parcel No. 18.009.0401 in Verona Township; $7,063.56 to John Terhurne on Parcel #12.015.0500 in Lura Township; and $8,165.15 to Craig Staloch on Parcel No. 13.028.0200 in Minnesota Lake Township.
5. Approved Resolution 08-PZ1-04 for a conditional use permit for Feist Livestock LLC in Section 15 of Clark Township. Commissioners Erichsrud, Groskreutz, Loveall, Steier, and Warmka voted yes.
6. Approved supporting special legislation for the City of Wells which provides special rules for Tax Increment Financing District 1-1.
7. Approved changes to county road status as follows – from County Road to County State Aid Highway: 107 in Delavan Township; 116 in Lura Township; 122 in Dunbar Township; 103 in Blue Earth Township between CSAH 6 and TH 169; 104 in Blue Earth Township; and 112 in Emerald and Rome Townships. From County State Aid Highway to County Road: 19 between CSAH 2 and CSAH 16 on the border of Seely, Rome, Emerald and Brush Creek Townships; 25 between CSAH 2 and CSAH 16 in Kiester and Foster Townships; 31 between TH 109 and CSAH 32 in Clark Township; 33 between CSAH 32 and the Freeborn County line in Clark Township.
8. Approved Resolution 08-CB-05 for the annual boat and water safety agreement with the Department of Natural Resources for January 1, 2008 through June 30, 2009 in the amount of $894. Commissioners Erichsrud, Groskreutz, Loveall, Steier, and Warmka voted yes.
9. Approved a waste hauler license for Hanson Sanitation of Kasota, MN.
10. Approved request from T. Campbell to attend a one-day Ag Disaster workshop in Mankato; B. Meyers and S. Linde to attend a three-day Special Operations Training Association conference in St. Cloud; R. Gaines to attend a 4-day correctional officer training in Morton; D. Killion to a 4-day correctional officer training in Mahnomen; E. Bromeland to a 3-day 911 communication conference in Brainerd.
11. Approved returning the certified surety check to Kaduce Plumbing of Winnebago. Commissioners Erichsrud and Groskreutz voted no.
12. Approved terminating the 2005 South Central Drug Task Force Joint Powers agreement and to adopt the 2008 South Central Drug Task Force Joint Powers agreement effective January 1, 2008 with the cities of Albert Lea, Blooming Prairie, Blue Earth, Owatonna, Janesville, Waseca, Wells, and Winnebago; and the counties of Freeborn, Steele, and Waseca.
13. Approved payment of bills totaling $381,895.53.
Discussion was held concerning the following:
1. D. Frank met regarding ISTS loans.
2. B. Blakesley met regarding planning and zoning business.
3. Wells City Administrator Ronda Allis met regarding a tax increment financing issue.
4. J. McDonald met regarding public works business.
5. Alan Brinkman of OPAL Corrections Group, Sheriff Mike Gormley, and Chief Jailer Geary Wells met with the board regarding the transition plan for the new Law Enforcement Center.

The meeting was adjourned to February 19, 2008.
