RECEIPT AND OPENING OF PROPOSALS: Sealed proposals for the construction of a bituminous seal coat project will be received at the Office of the City Administrator, City of Blue Earth, 125 W. Sixth Street, Blue Earth, MN, 56013-0038 until 2:00 PM on May 15, 2008 at which time the bids will be opened and publicly read.
DESCRIPTION OF WORK: The work to be done consists of the construction of approximately 18,250 square yards of bituminous seal coat on streets within the City, together with related items of work.

BLUE EARTH AREA SCHOOL BOARD MINUTES

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D.# 2860 was held on Monday, April 14, 2008 in the District Office, Blue Earth, MN.
Present were School Board members: F. Bly, M. Eckhardt, D. Fellows, V.Hanson, J. Haugh and E. Johanson, T. Cahill
Absent:
Also attending were Supt. Brandsoy, members of the press, staff and public.
The meeting was called to order at 7:05 p.m. by Bly, Chairperson. The Pledge of Allegiance was recited. On an Eckhardt/Haugh motion the Board approved the agenda.
Public Input: none
The minutes of the March 10, 2008 regular meeting were approved on a Hanson/Haugh motion.
On a Fellows/Eckhardt motion five transfers/wires and payment of bills in the amount of $1,267,369.87 were approved.
Bly congratulated various students and student organizations on their recent success. He also read a letter from Irene Hodgdon.
Superintendent Brandsoy gave his report.
Committee report was given by Hanson who attended the most recent D.L.T. meeting. Haugh reported that the Finance committee had met regarding the capital outlay for 2008/09 budget year.
Principal reports were given by McGuire and Eustice and Grant.
Action Items:
Member Eckhardt introduced the following resolution and moved its adoption: Resolution for delegation of control, supervision and regulation of interscholastic athletic and fine arts events (referred to in MN Statutes, Section 128C.01) to the Minnesota State High School League. The motion for the adoption of the foregoing resolution was duly seconded by Member Cahill and upon vote being taken thereon, the following voted in favor thereof-Bly, Cahill, Haugh, Hanson, Eckhardt, Fellows, Johanson, The following voted against: none. Whereupon said resolution was declared duly passed and adopted.
On a Johanson/Cahilll motion, the Board approved the Health & Safety Policy as presented. Unanimous approval.
On a Fellows/Haugh motion, the Board approved the Capital Outlay for 2008/09 as presented by Superintendent Brandsoy. Unanimous approval.
On a Johanson/Hanson motion, the Board approved the Field Experience Contractual Agreement from Luther College. Unanimous approval.
On a Cahill/Eckhardt motion, the Board approved tabling the District Wide Strategic Planning agreement with The Center for Engaged Leadership, MN State University until the May, 2008 board meeting. Unanimous approval.
Member Haugh introduced the following resolution and moved its adoption: Resolution to discontinue one full time equivalent from Grade Four of Blue Earth Elementary School. The motion for the adoption of the foregoing resolution was duly seconded by Member Cahill and upon vote being taken thereon, the following voted in favor thereof-Bly, Haugh, Hanson, Eckhardt, Cahill, Fellows, Johanson. The following voted against: none. Whereupon said resolution was declared duly passed and adopted.
Member Cahill introduced the following resolution and moved its adoption: Resolution for the non-renewal of the teaching contract of Amy Ankeny, Probationary Teacher, Blue Earth Elementary School. The motion for the adoption of the foregoing resolution was duly seconded by Member Hanson and upon vote being taken thereon, the following voted in favor thereof-Bly, Haugh, Hanson, Eckhardt, Cahill, Johanson. The following voted against: none. The following abstained from voting: Fellows. Whereupon said resolution was declared duly passed and adopted.
On an Eckhardt/Cahill motion, the Board approved resignations for Janet Zabel, Grade 4 Teacher. Elizabeth Enger, Middle School Language Arts, Wendi Tonder, Family and Consumer Science. Unanimous approval.
On a Hanson/Johanson motion, the Board approved a half-time leave request from Mae Robertson. Unanimous approval.
Superintendent Brandsoy read correspondence from non-certified negotiations committee, asking the board committee to consider dates for moving forward with negotiation.
On a Cahill/Eckhardt motion, the Board adjourned at 7:58 p.m. Unanimous approval.
