Notice is hereby given that the Winnebago City Council will be holding a public hearing to discuss a conditional use request by Randy Boettcher, owner of the property located at 43 2nd Ave NW; Easton’s Addition, Block 4, Lot 13. NOTICE OF APPLICATION FOR LIVESTOCK
FEEDLOT PERMIT
Notice is hereby given per Minnesota Statutes 116.07, subd. 7(a), that Steve Schultz, will be applying to the Minnesota Pollution Control Agency or Faribault County for a permit to expand or construct a feedlot with the capacity of 640 animal units or more.
The feedlot proposed to be expanded or constructed is located in the Northwest Quarter (NW1/4) Section Ten (10), Township One Hundred Three (103), Range Twenty-Four (24) West, Clark Township in Faribault County, Minnesota. The proposed expansion or construction will consist of 1600 head, 640 animal units, of swine between 55 and 300 pounds, the feedlot is owned by Steve Schultz.
The proposed feedlot operation will consist of one 51′ x 142′ total confinement barn which will house 1600 head, (swine weighing between 55 and 300 pounds) 640 animal units with a 51’x142’x8′ concrete pit for manure.
This publication shall constitute as notice to each resident and each owner of real property within 5,000 feet of the perimeter of the proposed feedlot as required by Minnesota State Law.
A Public Meeting will be held on August 19, 2008, 10:00 a.m., at the Faribault County Board of Commissioners meeting in the Faribault County Courthouse for citizen input in request to the feedlot being permitted.

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D.# 2860 was held on Monday, June 9, 2008 in the District Office, Blue Earth, MN.
Present were School Board members: F. Bly, M. Eckhardt, D. Fellows, V.Hanson, J. Haugh and E. Johanson, T. Cahill

Also attending were Supt. Brandsoy, members of the press, staff and public.
The meeting was called to order at 7:02 p.m. by Bly, Chairperson. The Pledge of Allegiance was recited. On a Haugh/Eckhardt motion the Board approved the agenda.
Public Input: Steve Malchow addressed the Board regarding his new business in Winnebago.
The minutes of the June 9, 2008 regular meeting were approved on a Johanson/Hanson motion.
On a Haugh/Fellows motion, eight transfers/wires and payment of bills in the amount of $2,063,243.13 were approved.
Bly congratulated Town & Country Players on their Beauty & The Beast production.
Superintendent Brandsoy gave his report.
There were no Committee reports.

Member Eckhardt introduced the following resolution and moved its adoption: Resolution establishing dates for filing affidavits of candidacy for the 2008 school district general election. Filing affidavits of candidacy for the office of school board member shall begin on August 26th, 2008 and must be filed in the office of the school district clerk and the $2 filing fee paid prior to 5:00 p.m. on September 9, 2008. The motion for the adoption of the foregoing resolution was duly seconded by Member Cahill and upon vote being taken thereon, the following voted in favor thereof-Bly, Cahill, Haugh, Hanson, Eckhardt, Fellows, Johanson. The following voted against: none. Whereupon said resolution was declared duly passed and adopted.
On a Hanson/Eckhardt motion, the Board approved personnel contracts for Sharon Van Kley, Youth Development Coordinator. Todd Purvis & Jake Ruppert, SRO’s. Unanimous approval.
