CITY OF BLUE EARTH
A PROPOSED ORDINANCE AMENDING SECTION 3.02
OF THE CHARTER OF THE CITY OF BLUE EARTH
CONCERNING THE TIME OF THE ANNUAL
ORGANIZATIONAL MEETING OF THE CITY COUNCIL
PURSUANT TO MINN. STAT. §410.12, SUB. 7.
The City Council of the City of Blue Earth do ordain as follows:
SECTION I
That the first sentence of Section 3.02 of Chapter III of the City Charter be stricken in its entirety and replaced with the following:
The City Council shall hold an organizational meeting on the same date as the first Monday of the month of January that is not a holiday each year in January at five (5) o’clock p.m. and all other regular meetings shall be held as prescribed by the rules and resolutions of the Council.
SECTION II
This amendment is being made pursuant to the unanimous recommendation of the Charter Commission of the City of Blue Earth.
SECTION III
This Ordinance shall not be effective until ninety (90) days after its passage and publication.
A hearing considering this ordinance to amend the City Charter of the City of Blue Earth will be held on February 2, 2009, at the City Council chambers, Blue Earth City Hall, 125 W. 6th St., Blue Earth, Minnesota beginning at 5:00 p.m.

1. All members were present. The pledge of allegiance was recited.
2. Elected Loveall chair and Groskreutz vice-chair for 2009.
3. Approved synopsis and official proceedings of December 16, 2008 with corrections. Approved agenda of January 6, 2009.
4. Approved adding the Rice Lake aerator in Walnut Lake Township to the County’s insurance and permit the aerator with the Department of Natural Resources. Dean Kaufmann from the Wells Rifle Club attended.
5. Set the first and third Tuesday at 9:00 a.m. as regular board meeting dates for 2009.
6. Approved Resolution 09-CB-01 setting gopher bounty for 2009 at two dollars for each pocket gopher and fifty cents for each striped and grey gopher. Commissioners Erichsrud, Groskreutz, Loveall, Roper, and Warmka voted yes.
7. Authorized commissioners, other officials, and the central services director to attend association, region, and district meetings and upon additional board approval, the NACO conference.
8. Appropriated $1,000 from general revenue to the agricultural society for 2009 per Minnesota Statute 375.79.
9. Approved sending pay equity implementation report to the State of Minnesota with report stating that the County is in compliance.
10. Approved hiring, upon completion of a satisfactory background check, Mary Felion of Granada, Jessica Duit of Winnebago, Todd Heenan of Blue Earth, Stephanie Krosch of Amboy, and Kristin McClain of Winnebago as full-time dispatch/jailers in the Sheriff Department.
11. Approved contract with the State of Minnesota for Sentence to Serve and authorized the County Auditor to sign the contract.
12. Appointed full board, auditor, engineer, and assessor as voting delegates to the Association of Minnesota Counties with the recorder as alternate.
13. Set per diems of $30 per day for lay committee members and set mileage reimbursement at IRS rate for employees with the recommendation that the county vehicle is to be used as often as possible.
14. Approved requests for S. Linde and M Purvis to attend a two-day Smith and Wesson armor school in Duluth; S. Adams, T. Campbell, and B. Meyer to attend a three-day search warrant writing class in Mankato.
15. Appointed entire board to various committees for 2009.
16. Approved setting a bid date of 11:00 a.m. on February 25, 2009 to receive bids on SAP 22-599-75.
17. Approved Resolution 09-CB-02 authorizing the purchase of 100 acres of land from Donald Gerber in Foster Township to become part of the Walnut Lake Wildlife Management area. Commissioners Erichsrud, Loveall, Roper, and Warmka voted yes. Commissioner Groskreutz voted no.
18. Approved the law enforcement center change order as listed on CAM #6 totaling $21,779.58.
19. Authorized the seeking of quotes for the water conditioner.
20. Approved 2009 hauler license renewals for B & B Sanitation of Winnebago, Hansen Sanitation, Inc. of Kasota, LJP Enterprises, Inc. of St. Peter, Mason City Recycling of Mason City IA, City of Minnesota Lake, Thompson Sanitation, Inc. of Clarks Grove, and Waste Management of Fairmont.
21. Combine Labor Relations and Negotiations committee assignment with Personnel committee.
22. Appointed individual commissioners to certain committees for the year 2009.

Approved the following committee appointments: Kimberly Sasse of Frost to the Library Services board for a three year term expiring December 31, 2011; Greg Young of Winnebago, Marie Schrader of Easton, and Duane Ehrich of Blue Earth to the Planning Commission for a three year term expiring December 31, 2011.
