2. Approved synopsis and official proceedings of the February 17, 2009 regular meeting .

3. Approved agenda of March 3, 2009.

4. Approved request from P. Siem to attend a one-day “The Best Children’s Books of the Decade” at St. Cloud.

5. Approved the transit driver’s guidelines, general guidelines, and the rider’s guide as presented.

6. Amended prior motion to include under General information that a personal assistant rides at no additional charge, note under Rider’s Rules that additional information on procedures will be available on the county website, and under Driver’s Guidelines No. 16 Drivers shall report all incidents to the Transit Director verbally within an hour and a written incident report shall be completed with 24 hours. Commissioner Loveall voted no.

7. Approved bid of Mathiowetz Construction of $149,692.00 for SAP 22-599-75 for Bridge L5364. Other bids received were as follows: $154,083.15 from Brunz Construction Co.; $159,958.55 from Hutton, Inc.; $174,176.75 from Holtmeier Construction, Inc.; $196,107.10 from Beemer Companies; $201,877.00 from Jech Excavating, Inc.; $207,212.83 from Freeborn Construction; $212,032.85 from Designing Earth; $227,917.10 from Ulland Brothers, Inc.; and $271,918.25 from Borneke Construction Inc.

8. Accepted bids April 22, 2009 at 11:00 a.m. for seal coating oil.

9. Approved the purchase of a used 1994 Suzuki K-Class mini-truck with power angle plow for $7,500 from a private party with an ATV grant from the Minnesota Department of Natural Resources.

10. Approved placing the 2006 Chevrolet Tahoe on the state auction with a minimum set at $12,000.

11. Approved the purchase of office furniture as listed from General Office Products through the state contract for $75,680.30. One other quote was received from Alternative Business Furniture, Inc. for $91,937.96.

12. Approved the purchase of six 8″ speakers with power supply and volume controls from Bevcomm Inc. for $1,500 to broadcast the dispatch transmissions to the office area.

13. Approved the purchase of 21 computers as listed if the quotes come in for less than $23,502.00.

14. Approved the purchase of monitors as listed if the quotes come in at $9,000 or less.

15. Approved the purchase of materials and labor for relocating the E-911 dispatch area with an optional 3rd operator position at Jail control pod from Alpha Wireless of North Mankato for $83,963.98 per state contract.

16. Approved the purchase of dispatch workstations from Wright Line Solutions of Edina for $25,745.04.

17. Accepted the proposal for inmate healthcare from Advanced Correctional Healthcare of Peoria IL for a five-year contract with a beginning annual fee for services of $35,541.62 with a maximum annual rate of increase of 3% based on an average daily population of 15 with a per diem of $.61 per inmate when the population is over 15. Commissioner Erichsrud voted no.

18. Roper motion died for lack of second to send a letter of recognition to Hailey Sass for her volunteer work and her recent award in 4-H and at libraries. Discussion was held regarding where recognitions should be awarded.

19. Approved payment of bills totaling $438,590.67.

Discussion was held concerning the following:

2. J. McDonald met regarding public works business.

3. M. Gormley met regarding sheriff business.
