The regular meeting of the Board of Education of the Blue Earth Area, I.S.D.#2860 was held on Monday, July 13, 2009 at the Blue Earth Area District Office, Blue Earth, MN.

Present were School Board members: F. Bly, T. Cahill, M. Eckhardt, D. Fellows, V.Hanson, J. Haugh

Absent: S.Becker

Also attending were Supt. Brandsoy, members of the press, staff and public.

The meeting was called to order at 6:31 p.m. by Chairperson Bly. The Pledge of Allegiance was recited.

On a Haugh/Eckhardt motion the board approved the amended agenda. Unanimous approval.

Public Input: None

On an Hanson/Cahill motion the board approved the minutes of the May 11, 2009 regular board meeting. Unanimous approval.

On a Fellows/Haugh motion, seven transfers/wires and payment of bills in the amount of $2,081,470.52 were approved. Unanimous approval.

Superintendent Brandsoy gave his report, including MCA II District results that were overall very positive.

Boardmember Eckhardt gave an update on certified staff negotiations. Boardmember Cahill gave a brief report on a SPEC issue. Boardmember Haugh reports that the Finance committee met with the Winnebago Charter School committee on July 10th.

Dar Holmseth presented a handout regarding the Blue Earth Area Preschool program options.

Policy 410 Family and Medical Leave policy and Policy 524 Internet Acceptable Use and Safety Policy were presented for initial review. The board delayed action until the August meeting.

Action Items:

On a Haugh/Cahill motion, the board approved hiring Springsted, Inc. for an Operating Referendum consultant agreement, after a presentation by Jim Schmitt, Springsted, Inc. Unanimous approval.

On an Eckhardt/Hanson motion, the board approved the bakery bid by Sara Lee Bakery Group for the 2009-2010 school year. Unanimous approval.

On a Cahill/Haugh motion, the board approved the dairy bid by Sampson Dairy Foods, Inc. for the 2009-2010 school year. Unanimous approval.

On a Fellows/Eckhardt motion, the board approved the waste removal bid by Waste Management for the 2009-2010 school year. Unanimous approval.

On a Cahill/Hanson motion, the board approved the snow removal bid by Ron’s Trenching for the 2009-2010 school year. Unanimous approval.

On a Fellows/Haugh motion, the board approved the softener salt bid by Coxworth Water Conditioning for the 2009-2010 school year. Unanimous approval.

On a Cahill/Eckhardt motion, the board approved the fuel oil type 1 bid by More’s Ag and fuel oil type 2 bid by Watonwan Farm Service Co. for the 2009-2010 school year. Members Cahill, Eckhardt, Bly, Hanson, Fellows voted to approve. Member Haugh abstained from voting.

On a Fellows/Eckhardt motion, the board approved the fuel, #2 diesel and ethanol enhanced gasoline bids by Kwik Trip and Krull-Crosby (Winnebago) for the 2009-2010 school year. Unanimous approval.

On a Haugh/Cahill motion, the board approved the board approved ticket prices and fees for 2009-2010 school year. Unanimous approval.

On a Bly/Eckhardt motion, the board approved the school board member reimbursement rates for the 2009-2010 school year. $300 annual for chair, clerk and treasurer, $50 per meeting up to _ day, $70 per full day meeting. Unanimous approval.

On an Eckhardt/Haugh motion, the board approved a step change (B-2-3D to B-2-3G) for Christine Purvis due to duty changes effective 07/01/09. Unanimous approval.

On a Hanson/Eckhardt motion, the board approved contracts for Jennifer Esser (.60FTE Middle School), Jeremiah Fitzgerald (1.0 FTE Middle School) and Laura Skarie (1.0 FTE, Middle School)

Unanimous approval.

On a Haugh/Eckhardt motion, the board approved a leave of absence request from Pam Tonn for the 2009-2010 school year. Unanimous approval.

On a Cahill/ Hanson motion, the board approved memberships in the MSBA for $4273 and SCSC for approximately $1956.00 for the 2009-2010 school year. Unanimous approval.

On a Fellows/Cahill motion, the board approved the Health and Safety Attachment 99 Performance Criteria as presented by Superintendent Brandsoy. Unanimous approval.

On a Haugh/Cahill motion the board approved all school handbooks for the 2009-2010 school year. Unanimous approval.

On a Cahill/Eckhardt motion, the board adjourned at 7:53 p.m. Unanimous approval.
