Notice is hereby given that the city council of Blue Earth will meet in the council chambers of the city hall at 5:05 p.m. September 8, 2009.

Consideration of the following street vacation of Moore Street:

Section I The following be vacated subject to an easement description in Section II: All that part of Moore Street in the City of Blue Earth, Faribault County, Minnesota bound as follows:

On the East by the west line of Lot 5 of Block Nine of the Original Plat of Blue Earth City (now City of Blue Earth), Faribault County, Minnesota according to the plat on file and of record in the office of the County Recorder;

On the South by the westerly extension of said Lot 5 of Block Nine and the easterly extension of said line of Lot 1, Block Ten of the Original Plat of Blue Earth City (now City of Blue Earth), Faribault County, Minnesota according to the plat on file and of record in the office of the County Recorder;

1. All commissioners were present. The pledge of allegiance was recited.

2. Approved synopsis and official proceedings of July 7, 2009.

3. Approved agenda of July 21, 2009.

4. Approved a grant share of $8,781 to match the PSIC grant from the South Central Minnesota Regional Radio board.

5. Approved an SSTS loan of $6,171.58 to Dean and Nancy Lloyd and Lori Lloyd on Parcel No. 07.026.0400 in Elmore Township.

6. Accepted low quote for deicing salt from Independent Salt of Kanopolis, Kansas at $69.45 per ton for a total of $27,780. Two other quotes were received: $74.29 per ton from North American Salt, Inc. of Overland Park, Kansas and $87.75 per ton from Morton International, Inc. in Chicago Illinois.

7. Accepted bid received for gravel crushing from Knopik Crushing, Inc. of Inver Grove Heights, MN in the amount of $193,830. Five other bids were received: $194,000 from Johnson Crushing, Inc. of Clearwater, MN; $223,000 from Wm D. Scepaniak, Inc. of Holdingford, MN; $242,000 from Intex Corporation of Albertville, MN; $243,000 from Southern Mn Construction of Mankato, MN; and $314,000 from Ulland Brothers, Inc. of Albert Lea, MN.

8. Accepted bid received for CP 09-600-07 spot patching on S-19 from Duininck Brothers in the amount of $55,025.00 and for SAP 22-602-25 bitmiunous overlay CSAH 2 from Duininck Brothers in the amount of $633,205.50. Other bids received were as follows – for CP 09-600-07: $56,303.75 from Southern Mn Construction Co, Inc. and $58,125.00 from Ulland Brothers, Inc.; for SAP 22-602-25: $670,862.20 from Southern Mn Construction Co., Inc. and $777,400.00 from Ulland Brothers, Inc.

9. Approved request from L. Eastman to attend a three day MN County Veteran Services Office conference at St. Cloud and from B. Schultz to attend a four day Veteran Services Officers annual conference at Nisswa.

10. Approved Amendment No. 1 between the Minnesota Counties Computer Cooperative (MCCC) and ACS State & Local Solutions, Inc (Maintenance and Support Agreement – ACS Property Tax and CamaUSA) as approved by the MCCC executive committee on July 9, 2009 and to join the ACS Property Tax and CamaUSA user group.

11. Approved Amendment No. 1 between Minnesota Counties Computer Cooperative (MCCC) and ACS State & Local Solutions (Maintenance and Support Agreement – CamaUSA only) as approved by the MCCC executive committee on July 9, 2009 and to transfer from the CamaUSA only user group to the Maintenance and Support Agreement for ACS Property Tax and Cama.

12. Approved a contract with the State of Minnesota Department of Transportation to build a tower at the Law Enforcement Center site contingent upon a letter of approval from the City of Blue Earth.

13. Created a committee on memorials in the county road right of ways consisting of Commissioners Groskretuz and Warmka and the Public Works Director.

14. Approved payment of bills totaling $453,566.64.

Discussion was held concerning the following:

1. Bev Snow met regarding drug court business.

2. Tax Clerk Lorrie Krosch met regarding treasurer’s office business.

3. J. McDonald met regarding public works business.

4. B. Ripley met regarding personnel business.
