2. Approved synopsis and official proceedings of March 16, 2010. Approved agenda of April 6, 2010.
3. Approved the request of T. Duit and S. Dulac to attend a three-day Minnesota Alcohol Traffic Safety Association conference in St. Cloud; and T. Campbell to 4-day Advanced Arson Investigation in Albert Lea.
4. Approved entering into a legal services contract for Family Dependency Treatment Court with Jackson and Martin Counties for 2010.
5. Closed the meeting to discuss tax court litigation on the Corn Plus case. Commissioner Loveall excused himself. Present for the closed meeting were Commissioners Warmka, Erichsrud, Roper, and Groskreutz, County Auditor-Treasurer Thompson, County Attorney Brian Roverud and County Assessor Susan Wiltse. Meeting re-opened and County Attorney Brian Roverud summarized the closed session.
6. Approved Resolution 10-PZ1-05 a conditional use permit for Ryan Stevermer in Section 22 of Blue Earth Township.
7. Amended Resolution 10-PZ1-05 to add the condition that the SSTS system be maintained per Section 23 of the Faribault County Planning and Zoning Ordinance and that all federal, state, and local permits, if required, be in place for the business. Commissioners Erichsrud, Groskreutz, Loveall, Roper, and Warmka voted yes.
8. Approved Resolution 10-PZ2-06 a conditional use permit for Andrew Yokiel in Section 12 of Clark Township.
9. Amended Resolution 10-PZ2-06 to add the condition that the SSTS system be maintained per Section 23 of the Faribault County Planning and Zoning Ordinance and that all federal,

10. Approved Resolutions 10-PZ3-07, 10-PZ4-08, 10-PZ5-09, 10-PZ6-10, and 10-PZ7-11 revoking conditional use permits. Commissioners Erichsrud, Groskreutz, Loveall, Roper, and Warmka voted yes.
11. Removed the requirement of a maintenance fee for two family dwellings on the conditional use permit per the planning and zoning board recommendation.
12. Approved a grant agreement with the Board of Water and Soil Resources (BWSR) for a $11,431 Natural Resources Block Grant Septic Fund grant.
13. Directed the planning and zoning board to develop a wind energy tower ordinance and report back to the board.
14. Approved an agreement with Erickson Engineering for construction inspection services on SAP 22-606-16, bridge replacement in Blue Earth.
15. Set 4:00 p.m. on May 13, 2010 as the deadline for quotes to wash 10,000 tons of sand stockpiled at the Brush Creek Pit.
16. Motion to allocate 5 cents per capita for Southern Minnesota Tourism denied. Commissioners Groskreutz, Loveall, and Warmka voted no. Commissioners Erichsrud and Roper voted yes.
17. Accepted Joint Powers Agreement for the South Central Workforce Service Area with minor changes. Commissioners Erichsrud, Groskreutz, Loveall, Roper, and Warmka voted yes.
18. Adopted Resolution 10-CB-12 proclaiming April as Child Abuse Prevention Month. Commissioners Erichsrud, Groskreutz, Loveall, Roper, and Warmka voted yes.
19. Approved payment bills totaling $150,561.22.

1. Default has occurred in the conditions of the Mortgage dated August 19, 2003, executed by Robert S.
