2. Approved synopsis and official proceedings of March 20, 2012. Approved agenda of April 3, 2012.
3. Approved subordination agreement to AgStar Financial Services on an SSTS loan to Meldon Elmore of Blue Earth and authorize the Auditor to sign the subordination.
4. Approved Assumption Agent on an SSTS loan made to Howard and Anita Trostem, the original borrower’s now being assumed by Adam Bronson and to authorize the Auditor to sign on behalf of the county.
5. Approved contract between Faribault County, the South Central Minnesota Regional Radio Board and the State of Minnesota Department of Transportation for the design, procurement, construction and operation of an 800 MHz county/regional integrated public safety radio communication subsystem.
6. Approved application form for grading and filling permit to be used by Planning and Zoning with a $100 fee.
7. Approved request of J. Christenson and S. Dulac to attend a 3-day Mn Alcohol Traffic Safety Assoc. conference in St. Cloud; D. Babcock to attend a one-day concrete refresher in Rochester, and L. Frommie to attend a one-day Emergency Preparedness and Infectious Disease conference in North Mankato.

NOTICE OF APPLICATION FOR LIVESTOCK
FEEDLOT PERMIT
Notice is hereby given per Minnesota Statutes, Chapter 116, that Michael Swanson has made application to the Minnesota Pollution Control Agency or the County of Faribault for a permit to construct or expand a feedlot with the capacity of 500 animal units or more.
The existing and/or proposed feedlot will be located in the NW1/4 of the SW1/4 and the NE1/4 of the SW1/4 of Section 21, Dunbar Township (T. 104 N., R. 24 W.), Faribault County, Minnesota. The existing facility currently consists of 825 swine between 55 and 300 lbs. (330 animal units) housed in total confinement barns with 8 feet deep poured concrete pits for manure storage. The proposed facility consists of 1,650 swine between 55 and 300 pounds (660 animal units) housed in a total confinement barn (41 feet x 376 feet) with an 8 foot deep poured reinforced concrete pit for manure storage. The total animal unit capacity will be 990 animal units.
This publication shall constitute as notice to each resident and each owner of real property within 5,000 feet of the perimeter of the proposed feedlot as required by Minnesota State Law.
A public meeting will be held on May 1, 2012, at 9:30 am at the Faribault County Board of Commissioner’s meeting at the Faribault County Courthouse for citizen input in regard to the feedlot being permitted.

NOTICE OF HEARING:
A hearing will be held on May 7, 2012 at 5:05 p.m. at City Hall before the Blue Earth City Council for the purpose of considering the adoption of an Ordinance Amending Provisions of Chapter 10 Zoning Subsection 1000.06, Subd. 33. Garages Private is hereby amended and revised to state as Follow:
Subd. 33. Garages Private. The phrase Garage Private means (1) an accessory building or portion of the principal building upon any lot where the primary building is a private dwelling which is intended for and used to store private passenger vehicles of the family or families resident upon the premises or (2) a private storage building built as the primary structure upon a single lot or part of a lot adjacent to and abutting a lot owned by the same person(s) that has built upon it a private dwelling. The adjacent and abutting lot shall border the primary dwelling lot for at least 50 feet.
Subsection 1010.10. Garage Setback Permits is hereby repealed, removed and deleted in its entirety.
That Paragraph 1150.02, Subd. 1, subpart B requiring a certified survey for a simple lot split be amended to state the following:
B. A certified survey at the discretion of the zoning administrator if any portion of the proposed lot to be split or the adjacent lots are described by metes and bounds descriptions.
This Ordinance shall not be effective until thirty (30) days after its passage and publication.
