The regular meeting of the Board of Education of the Blue Earth Area, I.S.D #2860 was held on Tuesday June 12, 2012 in Elmore, MN.

Present were School Board members: J. Haugh, T. Cahill, M. Eckhardt, D. Fellows, V. Hanson, F. Bly, and S. Becker.

Also attending were Supt. Brandsoy, members of the press, staff and public.

The meeting was called to order at 6:30 p.m. by Chairperson Bly. The Pledge of Allegiance was recited.

On an Eckhardt/Haugh motion the board approved the agenda. Unanimous approval.

Public Input: None

On a Becker/Fellows motion, the board unanimously approved the minutes from the May meeting.

The board unanimously approved six money transfers in the amount of $ 1,102,274.46. Fellows/Hanson motion

Superintendents Report:

Dale acknowledged Brandon Ankeny as the Eddy award winner for the year and also extended his thanks to the RSVP readers who were named this year’s Friends of Education at Blue Earth Area. The PLC leaders from the district will be attending a conference in Mankato to further enhance their skills on June 12 & 13. Superintendent Brandsoy stated that Richard Schneider was selected to be the new High School Principal. Thank You to the staff and community members that helped with interviewing candidates during this process.

Committee Reports: Bly reported that negotiations are moving forward with the bus drivers and the non- certified staff.

Principal’s report: None

Fiscal coordinator Alan Wilhelmi presented the OPEB valuation report. A motion to approve the report was unanimously passed on a Becker/Cahill motion.

A motion to sell land east of the bus garage in Winnebago to Alliant Energy was unanimously passed on a Haugh/Cahill motion.

Community Ed. Director Dar Holmseth was present to discuss the need for more playground equipment at the Little Giants daycare facility. On a Becker/Eckhardt motion the board approved a lease agreement with Buccaneer Investment Corporation to expand the playground options.

On a Haugh/Becker motion the board approved the original budget as presented by Alan Wilhelmi for fiscal year 2012-2013.

It was brought to the Boards attention that the fruit and vegetable program that was started last year did not receive full funding for the upcoming year. However, the board did find the program nutritious and beneficial so on a Cahill/Haugh motion the program will continue with funds coming from the food service fund.

A resolution to re-allocate general ed. revenue for the 2012-2013 school year was passed on Eckhardt/Cahill motion. Voting in favor were: Bly, Becker, Cahill, Fellows, Eckhardt, Hanson, and Haugh.

On a Cahill/Eckhardt motion the board approved the meeting dates for the next school year. One change that will take place is that all school board meetings will be held in the District conference room to allow for internet use and the possibility of paperless meetings.

On a Hanson/Eckhardt motion the board approved the activity/meal rates for the upcoming year.

The Board approved the following depositories for 2012-2013 on a Haugh/Becker motion. MSDLAF, Wells Federal, Pioneer Bank of Elmore and Delavan, First Financial Bank of Winnebago, Wells Fargo, Frost State Bank, and First Bank of Blue Earth.

On an Eckhardt/Cahill motion the board approved the following people to authorize wire transfers and wire payments: Alan Wilhelmi, Karen Hougen, and Heidi Olson.

On a Haugh/Hanson motion it was approved that staff could use Walmart and HyVee charge cards.

The board approved a dollar amount not to exceed $3000 for the fall and spring employee events on a Becker/Fellows motion.

Personnel: On an Eckhardt/Haugh motion the board accepted the resignations of Paul Larson- elem. Title1 and Kristen Wass- Para.

On a Haugh/Cahill motion the Board voted not to grant a leave request to Jay Fredrickson. Unanimous approval.

The Board did grant a leave request for Jodee Lund from Oct. 15 2012-Jan. 2, 2013. Eckhardt/Becker motion

Unanimous approval.

On a Hanson/Cahill motion the board unanimously approved the following continuing contracts: Brandon Ankeny- tech, Al Cue- Elem/M.S. Principal, Heidi Olson- Accountant, Karen Hougen- Accountant, Holly Covington- Summer FFA advisor contract, David Sparks- Tech coordinator, and Jennie Esser- .6 FTE Reading/.4FTE Gifted and Talented coordinator.

On a Becker/Eckhardt motion the Board approved the following new contracts: Luke Beyer- Kindergarten 1 year contract, Chelsea Erickson- Grade 1, Erin Mikels- Elem Art, Kristin Johnson- Elem Music, Mary Jenatchek- Consultant Peer Coaching, and Jennifer Broderick- M.S. Secretary.

On a Cahill/Becker motion, the board was dismissed at 7:45pm

7. Loveall motion to accept the plan of merging the Zoning Board and Variance Board as presented died for lack of a second.
