YOU ARE NOTICED:

The County Ditch Authority will consider said bids at 8:50 a.m., Tuesday, November 6, 2012, in the commissioner’s room at the Martin County Court House, 201 Lake Avenue, Fairmont, Minnesota, 56031.

Bids are invited for the complete job. Bids must be submitted on the form provided. The project will be awarded to the bidder submitting the lowest bid. Bids must be accompanied by a certified check or bidder’s bond payable to Martin County c/o County Drainage Administrator, or a cash deposit for at least 5% of the bid as a guarantee that the bidder will enter into an agreement with the County and furnish a performance and payment bond for the full amount of the contract along with a certificate of insurance within 15 days after notification of award of the contract.

The County reserves the right to hold the bids and bid securities of the two lowest bidders for 90 days after the bid opening and to reject any and all bids and waive any informalities or irregularities therein.

The Contractor must guarantee the tile work under the contract for three years after its completion against any fault or negligence on the part of the contractor per MN Statute 103E.501 Subd. 6. The work is to be done according to the plans and specifications as prepared by I&S Group, Inc., Mankato, Minnesota; and on file at the office of the County Drainage Administrator.

SEPTEMBER 18, 2012

1. All members present. The pledge of allegiance was recited.

2. Approved synopsis and official proceedings of September 4, 2012 regular meeting, August 28, 2012 Joint Drainage Authority on JD7, and April 17, 2012 CD 26 Br A Imp final hearing. Approved agenda of September 18, 2012.

3. Approved bills for August totaling $85,560.13 as presented for Prairieland Solid Waste Board.

4. Approved allocation of solid waste fees of $5,248.00 to the Prarieland Solid Waste Board.

5. Accepted quote for tree/brush removal for $4,280 from Chad Winchester of Trimont, if bonding and insurance are acceptable.

6. Approved an SSTS loan of $11,777.36 to Jeff and Linda Evenson on Parcel No. 13.017.0201.

7. A public hearing for a proposed feedlot in Section 25 of Pilot Grove Township was held. Arnold and Marcia Swanson also attended.

8. Approved 2013 State of Minnesota Board of Water and Soil Resources Natural Resources Block Grant agreement in the amount of $83,296 and authorize the chairman to sign the agreement on behalf of the County.

9. Appointed James A. Meyer of Kiester and Maureen Mittlestadt of Blue Earth to the Planning and Zoning board until December 31, 2012.

10. Approved order to repair a collapsing culvert at Roger Nimz’s on CD8 for $6,585.20 from Metal Culvert, Inc.

11. Motion to allow Commissioner Roper to order repair done on CD26 including spoil leveling and to continue cleaning the ditch by Ag Specialties for an estimated $10,000 failed. Commissioner Young voted yes. Commissioner Groskreutz, Loveall, and Warmka voted no.

12. Approved hiring Brian Schaper of Blue Earth and Jade Warmka of Hastings in the Maintenance I position in the Public Works Department. Commissioners Groskreutz and Young voted yes. Commissioner Loveall voted no. Commissioner Warmka abstained because of being related to one of the hires.

13. Approved supporting Hennepin County in their lawsuit on behalf of all Minnesota Counties in the collection of mortgage tax.

14. Approved payment bills totaling $129,987.01.

Discussion was held concerning the following:

1. L. Bosma met regarding SSTS business.

2. M. Stindtman met regarding soil & water/planning & zoning business.

3. J. McDonald met regarding Public Works business

BLUE EARTH AREA SCHOOL BOARD MINUTES

September 10, 2012

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D #2860 was held on Monday September 10, 2012 in Blue Earth , MN.

Present were School Board members: J. Haugh, T. Cahill, M. Eckhardt, D. Fellows, V. Hanson, F. Bly, and S. Becker.

Also attending were Supt. Gough, members of the press, staff and public.

The meeting was called to order at 6:30 p.m. by Chairperson Bly. The Pledge of Allegiance was recited.

On a Fellows/Eckhardt motion the board approved the agenda. Unanimous approval.

Public Input: None

On a Hanson/Cahill motion, the board unanimously approved the minutes from the August meeting.

The board unanimously approved nine money transfers in the amount of $560,884.47. Becker/Fellows motion.

Superintendents Report:

Evan Gough reported that staff workshops held before school started went very well. Also present at this time Ryan Hoffman with I&S Group to talk about the bidding process of the HVAC project at the K-8 site. The topic of discussion revolved around the possibility of contractors being able to do some of the work during the school year and how it could be done with minimal impact to the students. Also discussed at this time was the need to move some staff and administration due to construction and the possibility of making some of these changes permanently to centralize their location.

Committee Reports: None

Principal’s report: K-8 Principal Melissa McGuire was on hand and was very pleased with the turnout for before school conferences. High School Principal Rich Schneider reported that he will be working on a way to make high school conferences better attended by parents. Mr. Holmseth has started a “zero hour” classroom before the start of the school day. The High School will also be hosting a texting while driving course during Homecoming week to talk about the danger it poses.

Action Items:

Transportation Director Dan Brod was present and gave a tour to the Board and Press of one of the three new buses that were recently purchased. He explained many of the new safety features and answered any questions we had.

Technology coordinator David Sparks discussed the need for more wireless capacity and online learning. He said the Tech staff was very busy over the summer making updates.

Our total District enrollment is up 33 students from last year.

On a Becker/Eckhardt motion the Board approved the maximum levy authority at this time. Unanimous approval.

Assistant K-8 Principal was present had updated the Board on the student accountability report for the 2011-2012 school year. On a Hanson/Eckhardt motion the Board unanimously approved the testing portion of this report. The Board also unanimously approved the Staff Development Plan in the same report on a Becker/Cahill motion.

Personnel:

The following Paraprofessionals were hired at step B-2-1. Cherlelynn Bednar, Josephine Dawley, Peggy Demarce, Theresa Eckles, Jenny Lewis, Angela Murphey, and Estefan Gonsalaz.

On a Fellows/Cahill motion the following resignations were approved: Kimberly Mastin, Shari Walker, and Lisa Spotswood.

The Board approved the following lane changes on a Becker/Hanson motion.

Kristin Johnson- BS to BS15

Molly More- BS to BS30

The Board approved the following Leaves of Absence on an Eckhardt/Hanson motion. Kim Slette, Merilyn Yates, and Kimberly Sickler.
