BLUE EARTH AREA SCHOOL BOARD MINUTES

October 8, 2012
The regular meeting of the Board of Education of the Blue Earth Area, I.S.D #2860 was held on Monday October 8, 2012 in Blue Earth , MN.
Present were School Board members: J. Haugh, T. Cahill, M. Eckhardt, D. Fellows, V. Hanson, F. Bly, and S. Becker.
Also attending were Supt. Gough, members of the press, staff and public.
The meeting was called to order at 6:30 p.m. by Chairperson Bly. The Pledge of Allegiance was recited.
On a Fellows/Hanson motion the board approved the agenda. Unanimous approval.
Public Input: None
On a Hanson/Eckhardt motion, the board unanimously approved the minutes from the regular September board meeting.
On a Cahill/Becker motion the Board unanimously approved the minutes from the special board meeting on September 24 which dealt with Q-comp issues.
The board unanimously approved six money transfers in the amount of $ 985,388.43. Haugh/Eckhardt motion.
Superintendents Report:
Evan Gough reported that the free and reduced lunch program still had a little time to get people signed up before it needs to be submitted. Supt. Gough also stressed the importance of Bucs Nite Out which will be held on Nov. 17th. It is a very enjoyable evening and a great way to raise funds for the youth of our school district. The Foundation does many great things with the funds that are raised during this event.
Committee Reports: None
Principal’s report: K-8 Principal Melissa McGuire was present and talked about the team building and leadership retreats that the 7th and 8th grade have done as well as upcoming trips. Assistant K-8 Principal Al Cue shared with the Board that the NWEA tests are being taken by the elementary students now along with reading probes and math facts. Richard Schneider shared that thee “Don’t Text and Drive” campaign went well at the High School. He also shared that BEA had two National Merit Scholars in Mitch Krinkie and Evelyn Leland. Congratulations on your hard work and determination!
Action Items:
The Orchestra trip was approved on a Becker/Fellows motion. Instructor Alicia Corbett was present and discussed the trip with the Board.
Sue Vogelsang was present and shared with the Board the upcoming changes to GED testing in 2014. She also shared all that community ed offers in the Adult Basic ED. Classes.
Staff member Jenn Berkner was present and gave an update on technology integration. Staff has been busy with tech. workshops and starting to use flipped classrooms.
The Board was given an update on Q-comp by staff members Rita Vondrachek and Donna Drescher.
The Board passed a Resolution for Financial Support of Student Activity fees on an Eckhardt/Cahill motion. Voting in favor were: Bly, Haugh, Becker, Fellows, Cahill, Eckhardt, and Hanson.
On a Hanson/Becker motion the Board unanimously agreed on miscellaneous pay rates for the 2012-2013 school year.
On a fellows/Haugh motion the Board unanimously approved the Assurance of Compliance report for the year.
The approval of bid publishing for the HVAC project at the k-8 building with alternate bids was approved on Becker/Eckhardt motion.

Throne, residing at 49524A 150th Avenue, Scarville, IA 50473 are the domiciliary foreign Personal Representatives (“Personal Representative”) for the estate of Henry Duane Sunde, a resident of the State of Iowa.
On November 6, 2012, the Personal Representative filed with the Court a document stating an intention to exercise, as to assets in Minnesota, all powers of a local personal representative and to maintain actions and proceedings in Minnesota in accordance with Minn. Stat. 524.4-205.
Notice is also given that any Minnesota creditor who objects to the Personal Representative’s exercise of power over assets in Minnesota must file a written ogjection within 60 days from the Personal Representative’s filing. If no objections are filed, the representative may, after the expiration of the 60 day period, exercise all powers of a local Personal Representative.

Sealed bids will be received at the office of Blue Earth Light and Water, 125 E 7th Street, Blue Earth, Minnesota 56013, until 5:00 P.M. on the 12th day of December, 2012, for Diesel Engine Emissions Controls, at which time the bids shall be publicly opened and read aloud.
The work is described in general as follows:
Furnish Deliver and Install Diesel Engine Emissions Controls at the Blue Earth Municipal Power Plant, Blue Earth, Minnesota, all in accordance with the specifications.
All Proposals shall be submitted on the Bidder’s own letterhead in facsimile of the Proposal Form enclosed in the Specifications, or by utilizing the Proposal Form enclosed with the Specifications by typing the official name of the Bidder at the top of the form. Electronic bid are not acceptable.
Each Proposal shall be accompanied by a Bid Bond, Cashier’s Check, or a Certified Check made payable to the Owner in the amount of five percent (5%) of the Bid, as a guarantee that the Bidder will enter into the proposed Contract and provide a Performance/ Maintenance Bond and a Payment Bond after their Bid shall be accepted.
All Addenda shall be acknowledged as received and accepted on the Proposal.
No Bidder may withdraw their Bid or Proposal for a Period of Thirty (30) days after date of opening of Bids.
At the aforementioned time and place, or at such later time and Place as the Owner then may fix, the Owner will act upon Proposals received and within its sole discretion may award Contract(s) for the furnishing/construction of said Improvement(s).
Payment for said Improvements will be made in cash derived from available cash on hand from revenue and such other sources as may be available to the municipal electric utility. The City shall not incur any general obligation for said Improvements. The Contractor for the furnishing of said Improvements shall not constitute a general obligation of said City nor be payable in any manner by taxation.
The successful bidder will be required to furnish a bond in the amount equal to 100% of the contract price, said bond to be issued by a responsible surety approved by the Owner, and shall guarantee the faithful performance of the contract and the terms and conditions therein contained, and save harmless the Owner from claims and damages of any kind caused by the operation of the Contractor and shall also guarantee the maintenance of the Improvement for a period of one year from the after final acceptance by the Owner.
Work shall be started and completed within the time stated in the Specifications/Contractor’s Proposal.
Specifications and Plans are on file at the Office of the Owner and Utilities Plus Energy Services, Inc., 18940 York St. NW, Elk River, MN 55330. A free electronic copy can be obtained by calling (763)-441-1200. A paper copy will be provided upon payment of Fifty Dollars ($50.00) per set (non-refundable) to defray handling costs.
The Owner reserves the right to reject any or all Proposals and to waive informalities. Published upon order of the Owner.
