NOTICE OF PUBLIC
HEARING ON INTENTION
TO ISSUE GENERAL
OBLIGATION CAPITAL
IMPROVEMENT PLAN BONDS AND THE APPROVAL OF A CAPITAL
IMPROVEMENT PLAN
NOTICE IS HEREBY GIVEN, that the City Council of the City of Blue Earth, Minnesota, will meet on January 22, 2013 at 5:00 p.m. at the Blue Earth City Hall, 125 West 6th Street, Blue Earth, Minnesota, for the purpose of conducting a public hearing on (a) the intention to issue general obligation capital improvement plan bonds pursuant to Minnesota Statues, Section 475.521 in an amount not to exceed $1,510,000, and (b) the proposal to adopt a capital improvement plan therefor. The proceeds of the bonds will be used to (i) finance the acquisition of the existing public safety facility (the “Project”) from the Economic Development Authority of the City of Blue Earth, Minnesota (the “EDA”), the lessor of the Project under the outstanding lease agreement and in connection with the acquisition, refund the EDA’s outstanding principal amount of its Public Project Revenue Bonds, Series 2006B (City of Blue Earth, Minnesota Lease with Option to Purchase Project), dated April 1, 2006 in anticipation of reducing debt service costs to the City and (ii) finance improvements to the public works facility.
If a petition requesting a vote on the issuance of the bonds is signed by voters equal to five percent of the votes cast in the City in the last general election and is filed with the City within thirty days after the public hearing, the bonds may only be issued upon obtaining the approval of the majority of the voters voting on the question of issuing the bonds.
All persons interested may appear and be heard at the time and place set forth above. Individuals unable to attend the public hearing can make written comment by writing to the City Administrator, City of Blue Earth, P.O. Box 38, Blue Earth, Minnesota 56013-0038. Written comments must be received prior to the date and time of the public hearing.

ORDINANCE NO. 12-15
CITY OF BLUE EARTH
AN ORDINANCE RELATING TO WORKER’S
COMPENSATION COVERAGE FOR CITY ELECTED
AND APPOINTED OFFICIALS
The City Council of the City of Blue Earth does ordain as follows:
SECTION I.
That the officers of the City of Blue Earth elected or appointed for a regular term of office shall not be included in the coverage of the Minnesota Worker’s Compensation Act pursuant to Minnesota Statutes 176.011, Subd. 9, Clause 6.
SECTION II.
This Ordinance shall not be effective until thirty (30) days after its passage and publication.
