ON 2013 STREET

IMPROVEMENTS

TO WHOM IT MAY CONCERN: Notice is hereby given that the City Council of Blue Earth will meet in the Public Safety Meeting room at 120 S. Walnut Street at 5:05 p.m. on February 4, 2013, to consider the making of Improvement No. F12.02294 and No. F17.105756, an improvement on Third Street from TH 169 or Grove Street west one block to Walnut Street, Eleventh Street from Main Street to Moore Street, Twelfth Street from Main Street to Galbraith Street, and Highland Drive pursuant to Minn. Stat. 429.011 to 429.111. The area proposed to be assessed for such improvement is all abutting and benefitted properties by the improvement. The estimated cost of the improvement is $2,330,882. A reasonable estimate of the impact of the assessment will be available at the hearing. Such persons as desire to be heard with reference to the proposed improvement will be heard at this meeting.

7.0 DOCUMENT PURCHASE:

Suppliers and individuals requiring other than as above may purchase them. No refunds on purchased items. The Bidder is solely responsible for selection of drawing sheets and completeness of his bid. Request may be in writing or by phone. For purchase of complete sets, drawing sheets, or specification sheets, contact the Architect’s office. Documents will be sent UPS.

8.0 BID SECURITY:Bidders shall submit certified check or Surety Bond, payable to the Owner, in amount of 5 percent of bid. Surety must be authorized to do business in State of Minnesota. Bid security to be guarantee that bidder will not withdraw bid without owner’s consent. Bids to be valid for 60 days.

6.0 REJECTION:Owner reserves the right to reject any or all proposals and to waive bidding informalities.

7.0 PRIOR APPROVAL:This contract has a prior approval clause for product substitutions.

8.0 BID OPENING:All bids received prior to the due date and time will be opened in public at the place specified in 3.0. Bid results will be made available, upon request, the day following the opening.

Due to the election of a Councilmember to the position of Mayor, the City Council of the City of Blue Earth is seeking applications for a City Council seat. Any person interested MUST live in the City limits of Blue Earth. Letters of interest will be accepted through Wednesday, January 30, 2013. The applications will be reviewed and interviewed at the February 4th City Council Work Session. The Council will be appointing for this position. The selected candidate will serve the remainder of the open seat term through the first Council Meeting in January, 2015.

3. Approved a $10,000 SSTS loan to James and Marie Hassing on Parcel No. 06.021.0200 in Dunbar Township.

4. Approved a $9,794.50 SSTS loan to David and Robin Anderson on Parcel No. 16.027.0300 in Elmore Township.

5. Approved Resolution 12-PZ10-37 granting a conditional use permit to Emerald Acres / Ray and Jim Oswald for an animal feedlot with over 1,000 animal units in Section 22 of Emerald Township. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

6. Approved Resolution 12-PZ11-38 granting a conditional use permit to Becky Krause for a bed and breakfast in Section 7 of Delavan Township. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.
