The City of Blue Earth is seeking quotes for the removal of a residential home, basement and foundation located at 914 E. First Street in Blue Earth. The property has been the location of an extensive fire and all materials must be handled as containing asbestos. With asbestos materials a licensed abatement contractor must be on sight for the demolition. Abatement contractor license and insurance must be presented before demolition begins. Proposals will be taken until February 20, 2013, at City Hall, 125 W. Sixth St., Blue Earth, MN 56013 (507) 526-7336 The City reserves the right to decline any and all proposals.

1. All members were present. The pledge of allegiance was recited.
2. Elected Young chair and Loveall vice-chair for 2013.
3. Approve the agenda of January 2, 2013.
4. Set the first and third Tuesday at 9:00 a.m. as regular board meeting dates and set the first Tuesday of each month following the regular board meeting as drainage authority meeting dates for 2013.
5. Appointed entire board to various committees for 2013.
6. Appointed individual commissioners to certain committees for the year 2013.
7. Approved SSTS loan to Dorothy Sundquist on Parcel No. 03.030.0501 in Brush Creek Township of $10,257.54.
8. Approved subordination agreement on SSTS loan made to Donald D. Linder and Nancy K. Linder and recorded as document #352283 to AgStar Financial Services.
9. Appointed the following members to citizen committees: Bill Groskreutz of Wells to MRCI; Jack Heinitz of Blue Earth to a 5-year term to the Faribault County Economic Development Authority ending December 31, 2017; Carmen Klatt of Elmore and Craig Beyer of Bricelyn to 3-year terms on the Extension Committee ending December 31, 2015; Sue Dundas of Wells to a 3-year term on the County Library Board ending December 31, 2015; and Peter Hassing of Wells to a 3-year term ending December 31, 2015 on the Planning Commission.
10. Approved Resolution 13-CB-01 setting gopher bounty for 2013 at two dollars for each pocket gopher and fifty cents for each striped and grey gopher. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.
11. Authorized commissioners, other officials, and the central services director to attend association, region, and district meetings.
12. Appropriated $1,000 from general revenue to the agricultural society for 2013 per Minnesota Statute 375.79.
13. Appointed full board, auditor/treasurer/coordinator, engineer, and assessor as voting delegates to the Association of Minnesota Counties with the recorder as alternate.
14. Set per diems of $30 per day for lay committee members and set mileage reimbursement at the IRS rate
15. Accept the sole bid for official county newspaper for 2013 from the Faribault County Register.
16. Approved payment bills totaling $109,360.10, which includes the bills paid in the last week of December 2012.

6. Authorized chair’s signature on the engagement letter with the Minnesota State Auditor’s office for the 2012 audit year.
7. Motion to authorize J. Roper to attend a meeting to discuss animal control was withdrawn.
8. Authorized J. Roper and B. Groskreutz to attend a meeting to discuss animal control.
9. Subordinated an SSTS loan recorded as document #337672 to AgStar Financial Services, PCA.
10. Approved requests from J. McDonald to attend a one-day transportation day at the capital in St. Paul and from L. Frommie to attend a three-day HSEM Governor’s conference in Minneapolis.
11. Adopted Resolution 13-PZ01-02 granting a conditional use permit to Thomas and Bob Loonan for an outdoor recreation and education facility in Lura Township, Section 12 as amended. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.
12. Approved agreement with Soil and Water District for provision of services for 2013-2017.
13. Approved acting as fiscal agent for a Safe Roads to School grant the City of Wells will be administrating.
14. Appointed Sharon Grunske of Minnesota Lake to complete the term of Alice Moon on the Economic Development Authority committee ending December 31, 2013.
15. Approved payment bills totaling $582,030.96.

It is Ordered and Notice is given that on March 19, 2013, at 10:30 o’clock a.m., a hearing will be held in this Court at Blue Earth, Minnesota, for the formal probate of an instrument purporting to be the Will of the Decedent, dated November 14, 2002, and codicil(s) to the Will dated 08/06/07 and 09/19/08, and separate writing(s) under Minn. Stat. 524.2-513 (“Will”), and for the appointment of F. Edward Mouton, whose address is 400 Travis Street, Shreveport, LA 71101 as Personal Representative of the Estate of the Decedent in an Unsupervised administration.
Any objections to the petition must be filed with the Court prior to or raised at the hearing. If proper and if no objections are filed or raised, the Personal Representative will be appointed with full power to administer the Estate, including the power to collect all assets, to pay all legal debts, claims, taxes and expenses, to sell real and personal property, and to do all necessary acts for the Estate.
Notice is also given that (subject to Minn. 524.3-801) all creditors having claims against the Estate are required to present the claims to the Personal Representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.
A charitable beneficiary may request notice of the probate proceedings be given to the Attorney General pursuant to Minn. Stat. 501B.41, subd. 5.
