NOTICE TO CONTRACTORS
Sealed Bid Proposals for work indicated above will be received at the City of Truman Utilities Offices, 202 West Ciro Street, Truman, Minnesota 56088 until 2:00 P.M., March 26, 2013 after which time such bids will be publicly opened and read aloud at the Utilities Office. The decision for Award of Contract will be made by the Utility Commission during a meeting on or before April 15, 2013.
The work, in accordance with drawings and technical specifications prepared by Wenck Associates, Inc., 1012 5th Avenue, P.O. Box 453, Windom, Minnesota 56101, consists of all labor, materials, tools, permits, bonds, machinery, equipment, and services necessary for renovation of the uptown water treatment building.
Schedule is to begin work after April 15, 2013. Substantial completion is on or by August 31, 2013.
Each bid proposal shall be accompanied by a “Bid Security” in the form of a certified check made payable to “CITY OF TRUMAN UTILITIES” (OWNER) in the amount not less than five percent (5%) of the total bid, or a surety bond in the same amount, running to the OWNER, with the surety company thereon duly authorized to do business in the State of Minnesota, such Bid Security to be a guarantee that the bidder will not, without the consent of the OWNER, withdraw his bid for a period of ninety (90) days after the opening of bids, and, if awarded a contract, will enter into a contract with CITY OF TRUMAN UTILITIES; and the amount of the certified check will be retained or the bond enforced by the OWNER in case the bidder fails to do so. All bid securities except those of the three lowest bidders will be returned within fifteen days after the opening of bids.
Bid Proposals shall be submitted on forms furnished for that purpose. Bids shall be submitted in sealed envelopes with the following clearly inscribed on the outside: “Bids for City of Truman Utilities 2013 Truman Water Plant Improvements.” No bidder shall withdraw his bid, without the consent of the OWNER, for a period of ninety (90) days after the date for the opening thereof. The OWNER, however, reserves the right to reject any or all bids and to wave any minor irregularities, informalities or discrepancies. A work history detailing qualifications and past experience must be provided upon request.

AN ORDINANCE TO AMEND SUBSECTION 1040.07
OF THE BLUE EARTH CITY CODE TO ELIMINATE THE OFF-STREET
PARKING REQUIREMENTS
The City Council of the City of Blue Earth does ordain as follows:
SECTION I.
The following Subparts of Subsection 1040.07, Subd. 6 are hereby revoked and deleted:C. Churches, Theaters, Auditoriums and other places of assembly.
E. Medical and Dental Clinics.
G. Schools
H. Hospitals
J. Bowling Alley
SECTION II.
That Subsection 1040.07, Subd. 6, Subpart M. is hereby amended to state the following:
M. Restaurants, Cafes, Bars, Taverns, Night Clubs except in the Central Business District where no off-street parking requirement shall apply.
SECTION III.
That the remaining subparts of Subsection 1040.07, Subd. 6 are to be re-lettered in the appropriate alphabetical order.
SECTION IV.
This Ordinance shall become effective 30 days after its passage and publication.

BLUE EARTH AREA SCHOOL BOARD MINUTES

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D #2860 was held on Monday February 11, 2013 in Blue Earth , MN.
Present were School Board members: J. Haugh, M. Eckhardt, D. Fellows, V. Hanson, F. Bly, and M Maher. Absent was T. Cahill
Also attending were Supt. Gough, members of the press, staff and public.
The meeting was called to order at 6:30 p.m. by Chairperson Bly. The Pledge of Allegiance was recited.
On an Eckhardt/ Maher motion the board approved the agenda. Unanimous approval.
Public input: None
On a Fellows/Maher motion, the board unanimously approved the minutes from the January meeting.
The minutes of the special Board meeting held in January to discuss the office remodel project were approved on an Eckhardt/Hanson motion.
The board unanimously approved eight money transfers in the amount of $1,360,893.44. Fellows/Haugh motion.
Chairperson’s report: None
Superintendents Report:
Evan Gough acknowledged that Krista Hassing and Carter Hanson were chosen as the Triple A Award winners for the BEA School District. The week of Feb. 18 is School Board appreciation week. An update on proposed teacher licensure changes was given to the board. Ryan Hoffman will be present at the March Board meeting to talk about the entire k-8 building project and its progress. The dates presented for the upcoming strategic planning that is going to be done with the assistance of the South Central Service Coop.
Committee Reports: Member Hanson reported that School Foundation approved $22,000 to use in the classrooms. $5,000 was given to the Robotics team.
Principal Reports:
Cue reported that conferences were coming up and the HVAC project is going well with very few issues in the classrooms due to the project. Schneider was present and talked about how wonderful the peer helping and other service learning programs were at the High School. He also reported that there is a group of people going to Red Wing to observe their successes with the transition of their 8th grade to the High School. The group consists of Administration, teachers, parents, and the Board.
Other Reports:
Dar Holmseth was on hand to talk about the changes coming in 2014 in regards to GED testing.
Action Items:
On a Haugh/Hanson motion the Board approved Budget Revisions for 2013.
The Board passed a Resolution designating February as Kindness month on a Maher/Eckhardt motion.
Voting in favor were: Bly, Hanson, Maher, Eckhardt, Fellows and Haugh.
Personnel:
On a Haugh/Fellows motion the Board approved the following Resignations:
Katy Grovom- Kindergarten Teacher
Jerimiah Fitzgerald- MS Teacher
Alison Mastin- MS Para
On a Hanson/Eckhardt motion the Board accepted the Retirement letter of Warren Long who is a long time Custodian at the District.
A leave request was granted to Angela Murphy on a Fellows/Maher motion
On a Maher/Fellows motion, the board was dismissed at 7:43pm
