8.0 BID SECURITY:Bidders shall submit certified check or Surety Bond, payable to the Owner, in amount of 5 percent of bid. Suretly must be authorized to do business in State of Minnesota. Bid security to be guarantee that bidder will not withdraw bid without owner’s consent. Bids to be valid for 60 days.
6.0 REJECTION:Owner reserves the right to reject any or all proposals and to waive bidding informalities.
7.0 PRIOR APPROVAL:This contract has a prior approval clause for product substitutions.

2. Approved synopsis and official proceedings of March 5, 2013.
3. Approved agenda of March 19, 2013.
4. Set the second meeting in July for July 23, 2013 at 9:00 a.m. at the Faribault County Fairgrounds. Fair board member Milton Steele attended.
5. Approved advertising for a C-4-2 Central Services Director, not at will, with the addition of safety officer, risk management, and courthouse security.
6. Adopted Resolution 13-RB01-05 approving a master partnership contract with Minnesota Department of Transportation on collaborative work. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.
7. Approved grant agreement with State of Minnesota for $10,000 for the conversion to Next Generation 911 high speed voice and data network for routing and delivering emergency calls.
8. Approved request of $9,829 for Prairieland Solid Waste Facility.
9. Approved requests from J. Anderson to attend a 3-day Mn Jail Programs & Services conference in Walker; G. Burkhow, A. Miller, A. Noll, and E. Swanson to attend a 4-day Jail Academy training in Brainerd; A. Huston and J. Schaible to attend a 2-day Jail Academy training in Brainerd.
