The equipment is described in general as follows:
A new lineup of five (5) new control panels and related equipment for existing 15 kV switchgear breakers, potential transformers, and related equipment.

Notice is hereby given that the City Council of Winnebago will hold a Public Hearing to discuss Ordinance No 154. The public hearing will take place at 7:00 p.m., Tuesday, August 13, 2013 at the Winnebago Municipal Center, 140 Main Street South.

AN ORDINANCE FOR THE PURPOSE OF ESTABLISHING URBAN AND RURAL SERVICE DISTRICTS IN THE CITY OF WINNEBAGO, MINNESOTA.
The Council of the City of Winnebago, Minnesota ordains:
Section 1 Establishment of Districts. The City of Winnebago hereby divides the area within its limits into an Urban Service District and Rural Service District, constituting separate districts for the purpose of all municipal property taxes except those levied for the payment of bonds and judgments and interest thereon.
Section 2 Urban Service District. The Urban Service District shall include all properties within the limits of the City Of Winnebago, excepting those set forth by ordinance as included in the Rural Service District.
Section 3 Rural Service District. The Rural Service District shall include only such unplatted lands, which need not be contiguous to one another, as in the judgment of the City Council at the time of adoption of the ordinance, are rural in character and are not developed for commercial, industrial, or urban residental purposes and for these reasons are not benefited to the same degree as other lands by municipal services financed by general taxation. The ordinance may designate lands outside of the City of Winnebago which, it annexed, shall be included in the Rural Service District. No parcel shall be included in the Rural Service District of ten acres or less and no parcel shall remain in the Rural Service District unless such parcel consists of ten acres or more. Land in the Rural Service District must be open, rural in character and maintained in farm crops or seeded. Grading is not considered as development provided grading is limited to such as is required to minimize storm runoff problems and provided graded areas are cropped and reseeded within one year. Any fill hauled in shall be graded off and seeded at least once each year.
Section 4 Lands Included within Rural Service District. The following lands are included in the Rural Service District: The full list of parcels affected is available by contacting the city offices.
Section 5 Transfer from Rural Service District to Urban Service District. Whenever any parcel of land included in the Rural Service District is platted in whole or in part and whenever application is made for a permit for construction of a commercial, industrial, or urban residential development or improvement; or whenever each improvement or building is commenced without a permit the board or officer approving such plat or building permit shall report this to the governing body which shall make and enter an order by resolution transferring such parcel or part thereof from the Rural Service District to the Urban Service District.
Section 6 Benefit Ratio. The judgement of the City Council, the approximate ratio which exists between the benefits of land within the Rural Service District compared to land of like market values situated in the Urban Service District shall be 30%.
Section 8 Services Provided. No City service beyond that normally provided by the townships of Faribault County will be provided by the City in a Rural Service District, except fire, police and planning services.
