4. Approved cashing out of 125 hours of paid time off (non-supervisory rate) by Joe Anderson due to his promotion to Chief Jailer in the Sheriff Department per personnel policy 303 language.
5. Approved using the $5,252 from the Department of Natural Resources (DNR) 2014-2015 snowmobile and ATV grant to replace ATVs.
6. Approved Resolution 13-CB-23 to enter into an agreement with the State of Minnesota to provide public transportation service and provide 15% of total operating costs and 20% of capital costs. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.
7. Motion made to approve request from Easton State Bank to accept $500 in lieu of an SCDL mortgage. Tabled request until the August 20, 2013 regular meeting.

ADVERTISEMENT FOR BIDS
Sealed bids will be received by the Operations Manager of Blue Earth Light & Water, Blue Earth, Minnesota, at his office until 1:15 P.M. on the 26th day of September 2013, for the Power Plant Control Panel Installation and Rice Street Substation Relay Upgrades, at which time the bids shall be publicly opened and read aloud.
The work is described in general as follows:
The installation of the Owner-furnished 15 kV control panels in the Power Plant along with associated control/power cabling and cable tray work. At the Rice Street Substation, the project includes replacing the existing relays in the 15 kV switchgear and installing a new DC system, associated control/power cabling, and cable tray.
The above work shall be in accordance with the specifications and proposed form of contract now on file in the office of Blue Earth Light & Water in Blue Earth, Minnesota, by this reference made a part hereof, as though fully set out and incorporated herein.

Payment to the Contractor will be made on the basis of ninety percent (90%) upon certification of work completed monthly with a ten percent (10%) retention held. The total ten percent (10%) retention held will be released coordinating to the Contract documents.
The construction shall be performed upon a Notice to Proceed issuance. Substantial completion of the project shall be no later than February 1, 2014. See the specifications for more details on construction timing requirements.
Blue Earth Light & Water reserves the right to defer acceptance of any proposal for a period not to exceed thirty (30) days after the date proposals are received and no proposal may be withdrawn during this period. Blue Earth Light & Water also reserves the right to reject any or all bids and enter into such contract as it shall deem to be in the best interest of Blue Earth Light & Water.
