Sealed Prime General Contract bids for Faribault County Judicial Ditch No. 7 (Branch GG) Ditch Repairs will be received by the Engineer at the office of the Engineer, 115 East Hickory Street, Suite 300, Mankato, Minnesota 56001 by mail or personal delivery until Friday, November 8, 2013 at 10:00 a.m. at which date and time the bids will be opened and read aloud.

The City Council of the City of Elmore does ordain as follows:

SECTION I.

Subsection 123.01 Council Sessions is hereby amended to state as follows:

125.01 Council Sessions. The Council meeting will be held on the second Monday of each month at 6:30 p.m. If the Council meeting falls on a holiday, the meeting will be held at any other time the Council may deem proper. The meeting shall be held in City Hall.

SECTION II.

This ordinance shall be effective 30 days after passage and publication.

8. Approved promotion of Amanda Miller of Alden to full-time dispatch/jailer in the Sheriff Department.

9. Hired Donna Steele of Blue Earth and Angela Murphy of Blue Earth as temporary part-time help in the Veteran Services office.

10. Accepted bid of $405,575 from Structural Specialties of Hutchinson for Walnut Lake Bridge contract at the recommendation of the Minnesota Department of Natural Resources. Commissioner Warmka voted no.

11. Entered into a grant contract with the Minnesota Department of Veterans Affairs for a County Veterans Service Office Operational Enhancement Grant of $10,000 and authorize the Chair and Auditor-Treasurer-Coordinator to sign the agreement.

12. Authorized Michele Stindtman to apply for a grant for the Blue Earth River Watershed Improvement Partnership from the Clean Water Fund on behalf of Faribault County.

13. Approved the following financial institutions as depositories of funds for Faribault County for a one-year period: First Bank of Blue Earth, Wells Fargo Bank, First Financial Bank of Winnebago, Farmers Trust & Savings Bank, Alliance Bank, Pioneer Bank, and State Bank of Easton.

14. Approved request from J. McDonald to attend a one-day Recertification Design of Construction in Mankato.

15. Awarded carpet purchase and installation to Dikkens of Blue Earth with the low bid of $13,790.16. Other bids received were $15,220 from Armon Decorating of Blue Earth and $19,480 from Gudahl Painting and Decorating of Blue Earth.

16. Awarded painting of Human Services offices to Tammy Zabel of Blue Earth with the low bid of $3,000. Other bids received were $4,555 from Gudahl Painting and Decorating of Blue Earth, $5,900 from Dikkens of Blue Earth, and $8,350 from Armon Decorating of Blue Earth.

17. Meeting was closed for union negotiation discussion. Present were Commissioners Groskreutz, Roper, Loveall, Warmka, and Young; Central Services Director Fellows; and Auditor-Treasurer-Coordinator Thompson. Synopsis of closed session was given.

18. Approved payment bills totaling $101,009.22.
