BLUE EARTH AREA SCHOOL BOARD MINUTES

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D #2860 was held on Monday August 11, 2014 in Blue Earth, MN.

Present were School Board members: J. Haugh, M. Eckhardt, F. Bly, T. Cahill, S. Ripley, D. Fellows and Mark Maher.

Also attending were Supt. Gough, members of the press, staff and public.

The meeting was called to order at 6:30 p.m. by Chairperson Bly. The Pledge of Allegiance was recited.

A public hearing was held to discuss the insurance plan for the school devises being purchased for the 1:1 initiative.

On an Eckhardt/Fellows motion the board approved the agenda. Unanimous approval.

Public input: None.

On a Cahill/Ripley motion, the board unanimously approved the minutes from the July meeting.

The board unanimously approved even money transfers in the amount of $916,671.50. Maher/Fellows motion.

District Reports: Paula Tietje was present and shared experiences of the Puerto Rico trip.

Gary Holmseth stated that the 3 tech in-service days were very beneficial. 45 staff members used the time to see how the new technology in the district could be used to impact student learning.

Chairperson’s report: none

Superintendent’s Report: Mr. Evan Gough gave the dates for upcoming staff workshops and other back to school events.

Committee Reports: None.

Principal Reports: High School Principal Richard Schneider reported that staff has been back in the building getting ready and the date for the chromebook rollout will be Aug. 27. Mr. David Dressler is hard at work getting to know BEA and looking forward to the opportunity.

Action Items:

On a Cahill/Haugh motion, the Board approved a resolution authorizing a new Board approved referendum authority. All members voted in favor of the motion.

On a Fellows/Maher motion, the board approved a renewal of membership to the South Central Service Coop.

The following bids were awarded for the 2014-15 year:

Kemps-Haugh/Eckhardt motion.

Waste Management-Cahill/ Haugh motion.

Culligan-Haugh/Fellows motion.

Student handbooks were approved on a Maher/Haugh motion.

The insurance program for the 1:1 initiative was approved on a Fellows/Eckhart motion.

On a Cahill/Ripley motion the fall coaching list was approved.

The School Resource Officer agreement was approved on a Haugh/Ripley motion. Fellows abstained.

The Bus Drivers contract for 2014-16 was approved on a Fellows/Ripley motion.

4. Approved an SSTS loan to Clinton and Susan Benz on Parcel No. 10.027.0301 for $8,527.27.

5. Approved quote for deicing salt from Central Salt, LLC of Elgin IL for 400 tons of deicing salt at $74.72 per ton for a total of $29,888. Four other quotes were received: Mills & Miller, Inc. of Brandon SD at $75.00 per ton, Independent Salt Company of Kanopolis KS at $91.30 per ton, Morton International, Inc. of Chicago IL at $107.17 per ton, and from North American Salt Inc. of Overland Park KS at $106.20 per ton.

6. Accepted Iowa Department of Transportation’s payment of $2,897.14 for the use of CSAH 2 as a detour during their construction project on US Highway 169.

7. Appointed Sheriff Deputy Dan Bullerman as the school resource officer.

Vereide to attend a 1-day MCIT Regional Risk Management workshop in Mankato.

5. Approved requests from L. Krachmer and S. Robbins to attend a 4-day MAAO fall conference in Duluth.

6. Approved Resolution 14-PZ09-40 granting a conditional use permit amendment to conditional use permit #04-13-20 issued to Bob and Mary Bell for the sale of new and used equipment and parts in Blue Earth Township. Commissioners Groskreutz, Loveall, Roper, and Young voted yes.

NOTICE OF APPLICATION FOR LIVESTOCK

FEEDLOT PERMIT

Notice is hereby given per Minnesota Statutes, Chapter 116, that Lucas Johnson has made application to the Minnesota Pollution Control Agency or the County of Faribault for a permit to construct or expand a feedlot with a capacity of 500 animal units or more.

The proposed feedlot will be located in the SW 1/4 of the SW 1/4 of Section 21, Rome Township (T. 103N., R. 26 W.), Faribault County, Minnesota. The proposed new facility will consist of 2,400 swine between 55 and 300 pounds (960 animal units) housed in a total confinement barn. The proposed new facility will consist of one total confinement barn (51 feet x 392 feet) with an 8 foot deep poured reinforced concrete pit for manure storage. The total animal unit capacity will be 960 animal units.

This publication shall constitute as notice to each resident and each owner of real property within 5,000 feet of the perimeter of the proposed feedlot as required by Minnesota State Law. A public meeting will be held on October 7, 2014 at 9:30 am at the Faribault County Board of Commissioner’s meeting at the Faribault County Courthouse for citizen input in regard to the feedlot being permitted.

Notice is hereby given per Minnesota Statutes, Chapter 116, that Neil Grunzke has made application to the Minnesota Pollution Control Agency or the County of Faribault for a permit to construct or expand a feedlot with a capacity of 500 animal units or more.

The proposed feedlot expansion will be located in the SW 1/4 of the SW 1/4 of Section 1, Dunbar Township (T. 104 N., R. 24 W.), Faribault County, Minnesota. The proposed new facility will consist of one partial confinement barn (30 feet x 196 feet) with runoff control to house 300 slaughter steers. The total animal unit capacity will be 688 animal units.
