Notice is hereby given that sealed bids will be received by the General Manager at the office of Blue Earth Light & Water, Blue Earth, Minnesota, 125 East 7th Street, Blue Earth, MN 56013, until 2:00 P.M. CDT on March 3, 2015, for the Generator Additions project. At said time and place, bids will be publicly opened and read. Bids will be acted upon by Blue Earth Light & Water at a subsequent meeting.
The work is described in general as follows:
Modifications to two existing containerized generator sets, one unit rated 1825 kW and the other unit rated 1135 kW. The project includes furnishing and installing air pollution control equipment consisting of container modifications, steel structures, mechanical piping, silencer and catalyst, and the necessary controls and wiring for both generator sets. The project also includes replacing the existing switchgear and installing new controls, connection to SCADA, and associated components for the 1135 kW generator set. Modifications to the 1825 kW generator set include protection relay replacement and connection to SCADA.
The above work shall be in accordance with the specifications and proposed form of contract now on file in the offices Blue Earth Light & Water in Blue Earth, Minnesota, by this reference made a part hereof, as though fully set out and incorporated herein.

Payment to the Contractor will be made on the basis of ninety percent (90%) upon certification of work completed monthly with a ten percent (10%) retention held. The total ten percent (10%) retention held will be released coordinating to the Contract documents.
The construction shall be performed upon a Notice to Proceed issuance. Substantial completion of the project shall be no later than October 31, 2015. See the specifications for more details on construction timing requirements.
The Contractor and all subcontractors shall submit to Blue Earth Light & Water a signed statement verifying compliance with each of the criteria described in the State of Minnesota “Responsible Contractor: law as codified in Minnesota Statute section 16C.285. Blue Earth Light & Water reserves the right to defer acceptance of any bid for a period not to exceed thirty (30) days after the date bids are received and no bid may be withdrawn during this period. Blue Earth Light & Water also reserves the right to waive any irregularities herein, and to reject any or all bids and enter into such contract as it shall deem to be in the best interest of Blue Earth Light & Water.

RESOLUTION SETTING SEWER SERVICE RATES
IN THE CITY OF
BLUE EARTH
RESOLUTION NO. 15-03
WHEREAS, the City Council desires to set Sewer Service Rates pursuant to Section 720 of the City Code:
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BLUE EARTH, MINNESOTA that the following Sewer Service Rates shall apply:
SEWER SERVICE RATES
Wastewater Residential
monthly flat rate$17.61
Wastewater Residential
usage rate$5.27
(Per thousand gallons of
water usage)
Wastewater Commercial
monthly flat rate$22.24
Wastewater Commercial
usage rate$6.46
(Per thousand gallons of
water usage)
Residential Sewer Usage Calculation for Property at 801 North East Street
(private well so no water meter) 6,080 gallons/month
a. Usage Calculation:
200 gallons of water per
day (national average is
100 gallons per day per
person x 2 persons).
b. Multiply 200 gallons per
day by 30-days per month
equals 6,080 gallons per
month.
