NOTICE is hereby given that SEALED BIDS will be received by John Thompson, County Auditor of Faribault County, Blue Earth, Minnesota, on behalf of the Board of County Commissioners of said county until 11:00 a.m., June 25, 2015, for the following project. Bids will be opened and read publicly in the Commissioners Room in the Courthouse in Blue Earth immediately after the hour set for receiving bids. Any bids received after said hour will be returned to the bidder unopened. Any bid received without a certified check or bid bond will be returned to the bidder without being read or considered.
Estimated major quantities of work include: 15,733 Sq. Yd. Rubblize Concrete Pavement, 11,440 Ton Aggregate Base Class 5, 21,517 Sq. Yd. The School Board of Independent School District #2860, Blue Earth, Minnesota, is accepting applications for an open school board seat. BLUE EARTH AREA SCHOOL BOARD PROCEEDINGS
I.S.D. #2860
The regular meeting of the Board of Education of the Blue Earth Area, I.S.D. #2860 was held on Monday May 11th, in Blue Earth, MN
Present were School Board members: F. Bly, D. Fellows, S. Ripley, M. Maher, S. Hauskins, and A. Patten. Also Attending were Supt. Gough, principals, members of the press, staff and public.
The meeting was called to order at 6:30 p.m. by Chairperson Bly. The Pledge of Allegiance was recited.
On a Maher/Patten motion the board approved the agenda.
Public Input: None
On a Hauskins/Patten motion the board unanimously approved the minutes from the April meeting.
The board unanimously approved five money transfers in the amount of $1,175,168.44. Fellows/Ripley motion.
Action Items:
On a Patten/ Hauskins motion the board unanimously approved the capital outlay and deferred maintenance budget for 2014-2015.
The FY16 Capital Outlay Maintenance Bids and Quotes were unanimously approved on a Maher/Fellows motion.
On a Ripley/ Hauskins motion a Resolution for the Transfer of Funds from the Undesignated Other Community Services Fund to the Reserve Community Education Fund was approved. Voting in favor were: Maher, Fellows, Bly, Ripley, Patten, and Hauskins.
On a Patten/Ripley motion it was unanimously approved to rename Blue Earth Elementary to Blue Earth Area Elementary effective at the end of the 2014-2015 school year.
The Lease with Southern Plains Educational Cooperative for Winnebago was unanimously approved on a Ripley/ Maher motion.
A Resolution for membership in the MSHSL for 2015-2016 was approved on a Patten/ Hauskins motion. Voting in favor were: Maher, Fellows, Bly, Ripley, Patten, and Hauskins.
On a Fellows/Ripley motion the board unanimously approved the 2015 Health Insurance Bid.
Chairman Bly read a letter from L. Frisk-Thompson requesting to resign due to a change in her job which would not allow her the time to serve on the board. Her request for resignation was unanimously approved on a Maher/Patten motion.

The following lane change was approved on a Hauskins/Ripley motion:

Chairman Bly thanked those retiring as well as the Lund’s for their many years of dedicated service.

It is Ordered and Notice is given that on July 7, 2015, at 10:30 a.m., a hearing will be held in this Court at Blue Earth, Minnesota, for the formal probate of an instrument purporting to be the Will of Decedent, dated November 26, 2007, and for the appointment of Nancy June Johnston Noah, whose address is 1107 West 35th Street, Independence, MO 64055 as Personal Representative of the Estate of the Decedent in an Unsupervised administration.
Any objections to the petition must be filed with the Court prior to or raised at the hearing. If proper and if no objections are filed or raised, the Personal Representative will be appointed with full power to administer the Estate, including the power to collect all assets, to pay all legal debts, claims, taxes and expenses, to sell real and personal property, and to do all necessary acts for the Estate.
Notice is also given that (subject to Minn. 524.3-801) all creditors having claims against the Estate are required to present the claims to the Personal Representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.
A charitable beneficiary may request notice of the probate proceedings be given to the Attorney General pursuant to Minn. Stat. 501B.41, subd. 5.

FOR VARIANCE REQUEST
Notice is hereby given that the Faribault County Board of Adjustment will meet on Tuesday, June 23, 2015, at 7:00 PM in the Conference Room of the Faribault County Ag. Center, in Blue Earth, MN.
The meeting agenda will include a Public Hearing on the application of Paul Obermeyer for a Variance Request.
Applicant requests a variance to the required setback to the City of Walters to allow for the expansion of an existing feedlot located in the A-2 General Agriculture District.

1. All members were present. The pledge of allegiance was recited.
2. Approved minutes of May 5, 2015.
3. Approved agenda of May 19, 2015.
4. Allowed repurchase of Parcel No. 10.008.1600 described as a Tract commencing 60’E of SE corner of Lot 9, Block 2, Pourrier Add, N140′, E131′, S173′, W62′, N33′, W69′ to beginning. Melinda Sifuentes and Olga Martinez attended.
5. Approved Resolution 15-CB-17 for a charitable gambling permit for the Blue Earth American Legion Post 89 to conduct lawful gambling at Riverside Town & Country Club. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes. Don Amundson attended.
6. Directed Building and Grounds committee to set a meeting with the City of Blue Earth to discuss office rental.
7. Approved Resolution 15-PZ02-18 granting a conditional use permit to Nick Melinsky to operate a boarding kennel in Verona Township. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes. Nick Melinsky attended.
8. Set June 12, 2015 at 11:00 a.m. for a work session on building and grounds issues.
9. Closed meeting to discuss pending litigation. Meeting reopened and Timmerman gave a synopsis of the closed session.
10. Approved payment bills totaling $403,470.51.
Discussion was held concerning the following:
1. D. Fellows met regarding Central Services business.
2. M. Stindtman met regarding Soil and Water/Planning and Zoning business.
3. M. Daly met regarding public works business.
