AND PICNIC AREA
The City of Blue Earth is seeking a Design/Build proposal for the construction of a pedestrian trail in the Steinberg Nature Park at 39267 110th Street, Blue Earth, MN 56013
The proposal will have two options. Option 1 will include the design and build of a five foot wide pedestrian pathway constructed of highly compacted Class 2 aggregate and two level concrete pads for picnic tables. Option 2 will include the same aggregate pathway base and pads but will include a permeable asphalt surface on the trail. Trail length will be a total of 1750 feet. The desired pathway is clearly marked and available for inspection by potential submitters.

2. Approved minutes of May 19, 2015 regular meeting.
3. Approved agenda of June 2, 2015.
4. Approved payment of remaining funding of $5,161.85 due to the Faribault Martin County Transit Joint Powers Board as part of the MNDOT TFF grant.
5. Amend “Smoke-Free Environment” section of the Personnel Policy to apply to the County Courthouse grounds 15-20 feet from an entrance.
6. Tabled previous motion to review the Clean Air Act.
7. Motion to approve the Personnel Policy as presented failed. Commissioners Warmka and Young voted yes. Commissioners Groskreutz, Loveall, and Roper voted no.
8. Approved modify the Smoke-Free Environment section of the Personnel Policy to add “in designated areas” at the end of each paragraph.
9. Rescinded previous motion.
10. Approved Personnel Policy with the exception of the Smoke-Free Environment section.
11. Approved request to issue a county credit card to the County Assessor with a credit limit of $2,500.
12. Approved requests of D. Fellows to attend two State of MN data practices workshops and a 1-day MCIT employment issues training.
13. Accepted low quote of $8,336.25 from Yeager Implement for a zero turn mower for the parks. One other quote was received from Kibble Equipment for $10,687.50.
14. Approved payment bills totaling $66,667.09.

NOTICE OF APPLICATION FOR LIVESTOCK
FEEDLOT PERMIT
Notice is hereby given per Minnesota Statutes, Chapter 215, that Dueck Diversified LLP has made an application to the Minnesota Pollution Control Agency/ County of Faribault for a permit to expand an existing livestock feedlot.
The existing feedlot is located in the SE 1/4 of the SW 1/4 of Section 7 in Brush Creek Township, in Faribault County, Minnesota. The existing farrowing barn is 80′ x 285′ x 2′ and will be reconfigured as a gilt development barn for 1,000 head of developing gilts or 300 animal units. The very west end of this barn will be reconfigured for 320 nursery size gilts in 80’x44’x8′ total confinement room or 16 animal units. The existing total confinement north gestation barn is 80’x295’x10′ and houses 1,160 sows or 464 animal units. The existing total confinement south gestation barn houses 1,024 sows or 409.6 animal units. The proposed new Farrowing barn will be a total confinement barn of 178’x328’x2′ for 732 farrowing sows or 292.8 animal units. The proposed new pen gestation barn will be total confinement barn 123’x360’x8′ for 1,280 sows and 512 animal units. All barns are total confinement and will have below barn engineered concrete manure storage pits below each barn for approximately 12 months worth of storage. The total number of animal units on this site after building the new barns will be 1,944.4.
This publication shall constitute as notice to each resident and each owner of real property within 5,000 feet of the perimeter of the proposed feedlot, as required by Minnesota State Law.
Estimated time frame of construction: August-November 2015. Estimated time frame of occupancy: December-January 2015-2016.
