The regular meeting of the Board of Education of the Blue Earth Area, I.S.D. #2860 was held on Monday July 13th, in Blue Earth, MN

Present were School Board members: F. Bly, D. Fellows, S. Ripley, S. Hauskins, A. Patten and J. Hough. Also Attending were Supt. Gough, principals, members of the press, staff and public.

The meeting was called to order at 6:30 p.m. by Chairperson Bly. The Pledge of Allegiance was recited.

The swearing in of our newest Board member, Jesse Hough was conducted by Chairman Bly.

On a Patten/Ripley motion the board approved the agenda.

Public Input: None

On a Haugh/Hauskins motion the board unanimously approved the minutes from the June meeting.

The board unanimously approved nine money transfers in the amount of $2,662,465.01. Fellows/Hauskins motion.

Action Items:

On a Ripley/Patten motion the board unanimously approved MSBA Annual Membership.

The 1:1 insurance quote form Go Care was accepted on a Haugh/ Fellows motion.

The 1:1 insurance program was unanimously approved on a Ripley/Patten motion.

On a Haugh/Ripley motion the Board approved the Instructional Staff Sharing Agreement with Southern Plains.

The Board unanimously approved Misc. Pay Rates for 2015-2016 on a Patten/Haugh motion.

Activity/Meal Rates for 2015/2016 were unanimously approved on a Fellows/Hauskins motion.

On a Fellows/Haugh motion the issue of Board Member Reimbursement Rates was tabled.

Personnel:

The following consultant contract was approved on a Haugh/ Patten motion.

The following lane changes were approved on an Ripley/Hauskins motion.

5. Approved Resolution 15-CB-22 for the purchase of a transit bus from North Central Bus Sales for $64,893.00 through the State of Minnesota Cooperative Procurement Process. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

6. Approved requests from G. Paschke for a 5-day Mn Assoc. of Assessing Officers (MAAO) Basic Income Approach in Plymouth and G. Paschke for a 5-day MAAO Income Approach to Value in Plymouth.

7. Approved Resolution 15-CB-23 to appraise and classify forfeited tax parcels list 2015-B. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

8. Approved Resolution 15-CB-24 approving the public sale of forfeited tax parcels. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

9. Approved bid for SAP 022-606-019 from Southern MN Construction Co., Inc. of $1,828,039.05. One other bid was received from Ulland Brothers Inc. for $1,890,672.58.

10. Approved quote for striping pavement from AAA Striping Service Co. of St. Michael for $74,215.75. One other quote was received from Traffic Marking Service, Inc. of Maple Lake for $80,351.75.

11. Approved quote for deicing salt from Cargill, Inc. at $82.87 per ton for a total of $33,148.00. NOTICE OF APPLICATION FOR LIVESTOCK

FEEDLOT PERMIT

Notice is hereby given per Minnesota Statutes, Chapter 116, that Joshua Schaible has made application to the Minnesota Pollution Control Agency or the County of Faribault for a permit to construct or expand a feedlot with a capacity of 500 animal units or more.

The proposed feedlot will be located in the SE 1/4 of the NE 1/4 of Section 17, Barber Township (T. 103N., R. 26 W.), Faribault County, Minnesota. The proposed new facility will consist of 2,400 swine between 55 and 300 pounds housed in a total confinement barn with a poured reinforced concrete pit for manure storage. The total animal unit capacity will be 960 animal units.

This publication shall constitute as notice to each resident and each owner of real property within 5,000 feet of the perimeter of the proposed feedlot as required by Minnesota State Law.

A public meeting will be held on August 18, 2015 at 10:45 am at the Faribault County Board of Commissioner’s meeting at the Faribault County Courthouse for citizen input in regard to the feedlot being permitted.
