All members present. The pledge of allegiance was recited.

Approved the synopsis and minutes of November 17, 2015 regular meeting.

Approved agenda of December 1, 2015.

Approved SSTS loan of $12,860.24 to Dean Larsen of Elmore on Parcel No. 14.030.0300 and a grant of $3,000 from the State of Minnesota.

Accepted low bid of $452,671.95 from Ground Works Backhoe Service, LLC of Janesville for CD 7 repair. Other bids received were $464,248.08 from Northern Lines Contracting, $467,374.45 from Dirt Merchant Inc., $484,342.27 from Vortex Drain Tiling LLC, $496,634.00 from Forsberg Drainage and Excavation, $500,185.57 from Brunz Construction Company Inc., $556,588.25 from Jensen Excavating & Trucking LLC, $595,712.26 from Selly Excavating, $658,633.50 Urban Companies, and $933,637.60 from Veit & Company, Inc.

Approved request of B. Gehrking to attend a 2-day MN South Central Investigators Coalition winter conference in Mankato.

Approved setting rental rates beginning January 1, 2016 for the second floor Annex building to Faribault Martin Human Services Board at $10.15 for 5,100 square feet for a total annual amount of $51,765 payable in equal installments and $10.15 per square foot for 5,100 square feet in the first floor of the Annex building for an annual amount of $51,765 due in equal monthly installments prorated upon date of occupancy.

Allowed City of Blue Earth to install a welcome sign on county property on the north side of Blue Earth.

Approved entering into an agreement with the State of Minnesota for Contract 15006, SP 022-591-001 in the City of Wells.

Adopted Resolution 15-CB-47 setting market price for solid waste tax. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

Approved contract with Gary Sunken for Blue Earth Township recycling fee with minor corrections to the document being made by the County Attorney.

Approved payment bills totaling $ 68,569.98.

Discussion was held concerning the following:

Duane Bromeland of Frost, Brad Stevermer of Easton, Paul Nerum of Stateline Coop, Claire Olson of Frost, Joel Stevermer, Kyle Ruby of Stateline Coop, and several others made comment regarding the ice and snow removal policies during public comment.
