4.0 TYPES OF BIDDING AND

CLASSES OF WORK: A. One prime contract will be awarded for the work. (less items indicated to be performed by the Owner.)

5.0 PRE-BID MEETING:

A pre-bid orientation meeting will be held on June 21, 2016 @ 1:15 p.m., at the front entry (north side, west door), 132 1st Avenue SE, Winnebago, Minnesota, for all interested parties.

6.0 AVAILABILITY OF

DOCUMENTS:Contractors and suppliers may obtain one set of documents from the Architect (Zenk Read Trygstad & Associates, 907 Sykes Street, Albert Lea, MN 56007, phone: 507-373-0689) upon payment of a $25.00 refundable deposit (if plans are returned within seven days after bidding) and a $25.00 non-refundable handling fee (in two separate checks).

7.0 DOCUMENT PURCHASE:Suppliers and individuals requiring other than as above may purchase them. No refunds on purchased items. The Bidder is solely responsible for selection of drawing sheets and completeness of his bid. Request may be in writing or by phone. For purchase of complete sets, drawing sheets, or specification sheets, contact the Architect’s office. Documents will be sent UPS.

8.0 BID SECURITY:Bidders shall submit certified check or Surety Bond, payable to the Owner, in amount of 5 percent of bid. Suretly must be authorized to do business in State of Minnesota. Bid security to be guarantee that bidder will not withdraw bid without owner’s consent. Bids to be valid for 60 days.

6.0 REJECTION:

Owner reserves the right to reject any or all proposals and to waive bidding informalities.

7.0 PRIOR APPROVAL:

This contract has a prior approval clause for product substitutions.

8.0 BID OPENING:

All bids received prior to the due date and time will be opened in public at the place specified in 3.0. Bid results will be made available, upon request, the day following the opening.

MAY 17, 2016

1. All members were present. The pledge of allegiance was recited.

2. Approved minutes of May 3, 2016 regular and drainage authority meetings.

3. Approved agenda of May 17, 2016.

4. Accepted bid from Fahrner Asphalt Sealers, LLC of Eau Claire WI of $50,539.32 for bituminous crack treatment. Other bids received were $53,604.00 from Asphalt Surface Technologies Corp.; $78,992.00 from Allied Blacktop Company; $84,516.00 from American Pavement Solutions; $137,776.00 from Interstate Improvement, Inc. and $183,554.52 from Northwest Asphalt & Maintenance. Low bid from All Things Asphalt, LLC was rejected due to lack of adequate bid bond as required in specifications.

5. Approved beginning process of transferring a forfeited tax parcel classified as conservation land in Foster Township to the Minnesota Department of Natural Resources.

6. Approved requests of D. Esser to attend a 4-day Minnesota Counties Cooperative annual conference in Alexandria; M. Purvis to attend a 3-day Internal Affairs Investigation Training seminar in New Brighton; M. Daly to attend a 3-day MN County Engineer’s Summer Conference in Alexandria; D. Hanson to attend a 4-day MN Association of Co. VSO’s fall conference in Nisswa; D. Killion and S. Determan to attend a 2-day Criminal Justice Information Users Conference in St. Cloud.

7. Approved having chair or designee determine if change order for the Courthouse Annex building is acceptable and approve the change order up to $1,036.20.

8. Approved payment bills totaling $342,442.85.

Discussion was held concerning the following:

1. M. Daly met regarding Public Works business. Summer intern Dylan Krosch was introduced.

2. M. Stindtman met regarding Soil and Water business.

3. Area Wildlife Supervisor Joe Stangel from the Minnesota Department of Natural Resources met regarding a forfeited tax parcel in Foster Township.

The meeting was adjourned for May 2016.
