5. Approved Resolution 17-CB-12 approving the annual Boat and Water Safety agreement with the State of Minnesota in the amount of $1,467.00. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.
6. Approved a gambling permit for Riverside Town and Country Club.
7. Appointed Retha Rasmussen of Winnebago to a 3-year term on the Extension Committee ending December 31, 2019.
8. Approved 2-year income contract with the Minnesota Department of Corrections for fiscal year 2018 and 2019 Sentencing to Service program at a cost of $63,881.41 in 2018 and $67,714.44 in 2019.
9. Acknowledged receipt of temporary easement appraisal of $500 from Minnesota Department of Transportation and authorized the County Auditor to sign documents leading to the preparation of a temporary easement for road construction purposes on Parcels No. 31.200.0540, 31.200.0600, and 31.282.2101 in the City of Winnebago pursuant to Minnesota Statute 282.04 Subdv. 4.

12. Approved bid from Midwest Contracting of $296,531 on SAP 022-614-014: Bridge No. 22519. One other bid was received from Landwehr Construction of $306,042.50.
13. Approved Resolution 17-PZ03-13 to act as sponsor for an application for funding from the State of Minnesota Department of Natural Resources for maintenance and grooming of snowmobile trails managed by Blue Earth Snow Rovers, Stateliner’s Snowmobile Club, Blue Earth River Trails, and Snowbirds of Amboy in Faribault County. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.
14. Approved request to obtain quotes to mine and wash sand.
15. The meeting was closed to discuss possible pending litigation. Present were all board members, Auditor/Treasurer/Coordinator John Thompson, and County Attorney Troy Timmerman. The meeting was reopened.

NOTICE OF APPLICATION FOR LIVESTOCK
FEEDLOT PERMIT
Notice is hereby given per Minnesota Statutes, Chapter 116, that David Frandle has made application to the Minnesota Pollution Control Agency or the County of Faribault for a permit to construct or expand a feedlot with a capacity of 500 animal units or more.
The proposed feedlot will be located in the NW 1/4 of the SW 1/4 of Section 27, Emerald Township (T.102 N., R. 26 W.), Faribault County, Minnesota. The proposed new facility will consist of 2,400 swine between 55 and 300 pounds housed in a total confinement barn with a poured reinforced concrete pit for manure storage. The total animal unit capacity will be 960 animal units.
This publication shall constitute as notice to each resident and each owner of real property within 5,000 feet of the perimeter of the proposed feedlot as required by Minnesota State Law.
A public meeting will be held on June 20, 2017 at 10:00 am at the Faribault County Board of Commissioner’s meeting at the Faribault County Courthouse for citizen input in regard to the feedlot being permitted.
