Walnut Street at 5:05 p.m. on November 6, 2017 to consider the making of Improvement No. F17.114414, an improvement on 13th Street, 15th Street, Moore Street, Galbraith Street pursuant to Minn. Stat. 429.011 to 429.111. The estimated cost of the improvement to the City is $1,710,000. A reasonable estimate of the impact of the assessment will be available at the hearing. Such persons as desire to be heard with reference to the proposed improvement will be heard at this meeting.

Auditing Services
The City of Blue Earth is requesting proposals from qualified firms of certified public accountants to audit its financial statements for the fiscal years ending December 31, 2017, December 31, 2018, and December 31, 2019. These audits are to be performed in accordance with the generally accepted auditing standards and the standards for financial audits set forth in the Government Auditing Standards as issued by the Comptroller General of the United States and Minnesota Legal Compliance Audit Guide for Local Government audit requirements.
The RFP is available online at www.becity.org or upon request at City Hall. An electronic version can be emailed by request to City Hall at (507) 526-7336 or email eroggenkamp@becity.org and request it be forwarded. 2. Approved minutes of September 5, 2017 regular and drainage, September 18, 2017 drainage CD20, September 19, 2017 regular, September 19, 2017 drainage CD24, and September 25, 2017 special meeting.
3. Approved agenda of October 3, 2017.
4. Approved the following findings and order that state the determination is that no obstruction exists on CD 24 that was created by a person or public authority. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes. Attorney Erick Kaardal attended.
5. Approved SSTS grant of $3,000 to Kristine Ratcliff on Parcel No. 04.024.0301.
6. Approved SSTS loan of $12,000 and a grant of $3,000 to Donald Kloss on Parcel No. 08.024.0301.
7. Approved SSTS loan of $12,438.92 and a grant of $3,000 to Dwight & Lori Olson on Parcel No. 18.028.0302.
8. Authorized renewal rates for long-term disability insurance for 2018.
9. Authorized renewal rates for Sun Life Insurance for 2018.
10. Approved 2018 rates for Blue Cross Blue Shield Group Medicare for 2018.
11. Approved change order #3 on Mid-Continental Restoration contract in the amount of $6,694.00 to repair fascia on the courthouse roof.
12. Approved Emergency Management grant of $19,784 and authorize the chair and Auditor to sign the grant. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.
13. Approved Resolution 17-RB11-29 approving final payment of $117,236.74 to Minnowa Construction Inc. making the total paid $2,076,627.80 for SP 022-606-17 North Main Street project. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.
14. Approved grant from Minnesota Department of Veterans Affairs in the amount of $10,000. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.
15. Approved requests of D. Wick to attend a 1-day MN Fall Maint. Expo in St. Cloud, B. Shimmon to attend a 1-day MN Dist. 7-8 fall meeting in Redwood Falls, D. Esser to attend a 2-day MN Assoc. of County Auditor, Treasurers, & Finance Officers regional meeting in Morton, D. Fellows to attend AMC Annual Conference in St. Cloud, and C. Beaver to attend a 1-day POST board licensure course in St. Cloud.
16. Approved Resolution 17-CB-30 the findings and order for the repair of County Ditch 20. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.
17. Approved payment bills totaling $ 322,928.31.

IT IS ORDERED AND NOTICE IS GIVEN that a Petition to Terminate Trust, Discharge and Release Trustee, and Approve Final Account Pursuant to Minnesota Statutes Section 501C.0202, signed by Arthur Wipplinger, Petitioner dated August 31, 2017 has been filed with the Court. The Petition requests an order for the following relief:
1. Settling and allowing the Final Account;
2. Confirming all allocations between income and principal;
3. Confirming all distributions from the Trust;
4. Approving payment from the Trust of the Trustees’ reasonable attorneys’ fees and expenses incurred in connection with this proceeding;
5. Terminating the Trust;
6. Discharging Arthur Wipplinger and Lyle Wipplinger as Trustees of the Trust and from any and all liability in connection with the administration of the Trust as shown in the annual accounts and the Final Account and from any and all liability in connection with the distribution and termination of the Trust with such termination being effective upon the filing of this Court’s Order; and
7. Granting such other relief as may be proper;
Any objections to the Petition must be filed with the Court prior to or at the hearing. If no objections are filed, the Petition may be granted. The Court represents all persons in interest who are minors or incapacitated, or unborn, unascertained or whose identity or address is unknown and not reasonably ascertainable, and as determined that all other person with an interest in the Trust are represented under sections 501C.0301 to 501C.0304.
