You are hereby notified that the City of Winnebago, Minnesota intends to submit an application for grant funding from the Department of Housing & Urban Development, as administered by the Minnesota Department of Employment and Economic Development. These funds are made available under Title 1 of the 1974 Housing and Community Development Act (as amended). This act requires all eligible grantees to hold a public hearing and discuss information related to those activities for which grant funds will be used. This notice also allows all attendees to give written or verbal comments on the proposed project, offer their own assessments of community needs. The meeting will be held on Tuesday, February 13th, 2018 at 7:00 PM at the Winnebago Council Chambers.

In the Matter of: the Petition for the Improvement of County Ditch #24

FINAL HEARING NOTICE

PLEASE TAKE NOTICE, the Board of Commissioners of Faribault County, sitting as the drainage authority for County Ditch #24 will hold a final hearing on the pending Petition for Improvement of County Ditch #24, the engineer’s detailed survey report, and the viewers’ report of benefits and damages for County Ditch #24. The engineer’s and viewers’ reports were filed with the drainage authority and are available for inspection at the office of the Faribault County Auditor. The hearing shall be held at 1:00 p.m. on March 7, 2018, at the Faribault County Law Enforcement Center Meeting Room at 320 Dr. H. Russ Street, Blue Earth, MN 56013. At the final hearing, the drainage authority will accept public comment regarding the engineer’s and viewers’ reports. Any party having an interest in the proceedings may appear and provide comment. Written comments will be accepted at the hearing and by mail through the date of the hearing at the office of the County Auditor, 415 North Main, PO Box 130, Blue Earth, MN 56013. A copy of the engineer’s final report and the viewer’s report can be found at www.co.faribault.mn.us.

The proposed drainage project proposes to provide at least a 0.50 in/day coefficient and add depth to the system by constructing approximately 7,500 feet of new buried tile. Also included with the improvement is cleaning the existing culverts under County Road 7 and 230th Street and legal abandonment of part of the waterway. The mainline will consist of 6,900 feet of 36-inch tile, 210 feet 24-inch tile, and two connections under County Road 7 consisting of 260 feet of 18-inch tile and 130 feet of 15-inch tile. The proposed mainline alignment will outlet into the beginning of the open ditch in the NE1/4 of the NE1/4 of section 9 in Winnebago Township where it will continue west until it reaches the waterway alignment. The alignment will then follow the waterway alignment through Section 9 and cross 230th Street into the NW1/4 of Section 16 where it will connect to the existing mainline. The 36-inch tile will span from the outlet to the NW1/4 of the NW1/4 of Section 16 of Winnebago City Township until the 18-inch connection to Branch B. The 24-inch tile will span from this connection to the connection to the existing mainline tile.

The abandonment will include 4,720 linear feet from the NW1/4 of the SW1/4 of Section 9 to the NE1/4 of the NE1/4 of Section 17 of Winnebago Township.

The engineer is recommending separable repair under 103E.215 Subd. 6.

The following properties are affected by the work identified in the engineer’s report and the viewers’ report of benefits and damages:

Winnebago Township, T104 N-R 28W, Sections:8,9,10,16,17 all in Faribault County, Minnesota.
