In the Matter of: the Petition for the Improvement of County Ditch #24

FINAL HEARING NOTICE

PLEASE TAKE NOTICE, the Board of Commissioners of Faribault County, sitting as the drainage authority for County Ditch #24 will hold a final hearing on the pending Petition for Improvement of County Ditch #24, the engineer’s detailed survey report, and the viewers’ report of benefits and damages for County Ditch #24. The engineer’s and viewers’ reports were filed with the drainage authority and are available for inspection at the office of the Faribault County Auditor. The hearing shall be held at 1:00 p.m. on March 7, 2018, at the Faribault County Law Enforcement Center Meeting Room at 320 Dr. H. Russ Street, Blue Earth, MN 56013. At the final hearing, the drainage authority will accept public comment regarding the engineer’s and viewers’ reports. Any party having an interest in the proceedings may appear and provide comment. Written comments will be accepted at the hearing and by mail through the date of the hearing at the office of the County Auditor, 415 North Main, PO Box 130, Blue Earth, MN 56013. A copy of the engineer’s final report and the viewer’s report can be found at www.co.faribault.mn.us.

The proposed drainage project proposes to provide at least a 0.50 in/day coefficient and add depth to the system by constructing approximately 7,500 feet of new buried tile. Also included with the improvement is cleaning the existing culverts under County Road 7 and 230th Street and legal abandonment of part of the waterway. The mainline will consist of 6,900 feet of 36-inch tile, 210 feet 24-inch tile, and two connections under County Road 7 consisting of 260 feet of 18-inch tile and 130 feet of 15-inch tile. The proposed mainline alignment will outlet into the beginning of the open ditch in the NE1/4 of the NE1/4 of section 9 in Winnebago Township where it will continue west until it reaches the waterway alignment. The alignment will then follow the waterway alignment through Section 9 and cross 230th Street into the NW1/4 of Section 16 where it will connect to the existing mainline. The 36-inch tile will span from the outlet to the NW1/4 of the NW1/4 of Section 16 of Winnebago City Township until the 18-inch connection to Branch B. The 24-inch tile will span from this connection to the connection to the existing mainline tile.

The abandonment will include 4,720 linear feet from the NW1/4 of the SW1/4 of Section 9 to the NE1/4 of the NE1/4 of Section 17 of Winnebago Township.

The engineer is recommending separable repair under 103E.215 Subd. 6.

The following properties are affected by the work identified in the engineer’s report and the viewers’ report of benefits and damages:

Winnebago Township, T104 N-R 28W, Sections:8,9,10,16,17 all in Faribault County, Minnesota.

BLUE EARTH AREA SCHOOL BOARD PROCEEDINGS

I.S.D. #2860

December 11, 2017

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D. #2860 was held on Monday, December 11, 2017, in Blue Earth, MN.

Present were School Board members: J. Coxworth, S. Hauskins, J. Haugh, F. Bly, S. Ripley, A. Patten and S. Benz. Also attending were Supt. Gough, principals, members of the press, staff and public.

The meeting was called to order at 6:00 p.m. by Chairman Bly. The Pledge of Allegiance was recited.

Alan Wilhelmi was present and conducted the “Truth in Taxation Hearing” for the District.

Supt. Gough amended the agenda, adding the resignation of custodian Garrett Whitesell. On a Hauskins/Benz motion, the Board approved the agenda as amended.

At 6:22 p.m. Chairman Bly called for a short recess to move the public input portion of the meeting to the multi purpose gym.

The meeting reconvened in the multipurpose gym at 6:25 p.m.

Public Input:

Johanna Hocker, Dale Hurley, John Huisman, Mari Hicks, Randal Anderson, Kim Sickler, Randy Olson, Jake Anderson, Larry Anderson, Julie Ackerman, Amy Ihle and Mary Ehrich addressed the Board.

At 7:00 p.m. Chairman Bly called for a short recess to move the meeting back to the district conference room.

The meeting reconvened in the district conference room at 7:04 p.m.

On a Hauskins/Haugh motion the Board approved the minutes from the October meeting as amended.

The minutes from the November meeting were approved on a Haugh/Patten motion.

The Board approved three money transfers in the amount of $1,292,870.26. Benz/Ripley motion.

Action Items:

On a Hauskins/Haugh motion the Board approved the 2016-2017 Audit Report.

A resolution to approve the Final 2017 Payable 2018 Property Tax Levy was approved on a Haugh/Ripley motion. Voting in favor were Coxworth, Hauskins, Haugh, Bly, Ripley and Benz. Opposed none.

An easement with the City of Blue Earth for sidewalk installation was approved on a Benz/Patten motion.

The 2018-2021 Superintendent Contract for Dr. Evan Gough was approved by a 4-3 vote, with Coxworth, Hauskins and Patten voting no. Bly/Ripley motion.

The following resignations were approved on a Haugh/Patten motion:

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D. #2860 was held on Monday, January 8, 2018, in Blue Earth, MN.

Present were School Board members: J. Coxworth, S. Hauskins, J. Haugh, F. Bly, S. Ripley, A. Patten and S. Benz. Also Attending were Supt. Gough, principals, members of the press, staff and public.

The meeting was called to order at 5:30 p.m. by Chairman Bly. The Pledge of Allegiance was recited.

Supt. Gough amended the agenda by moving the public input portion to follow the principal reports. On a Haugh/Benz motion, the Board approved the agenda as amended.

The annual election of officers went as follows:

Jesse Haugh was elected as Board chair on a Patten/ Hauskins motion.

Frankie Bly was elected vice-chair on a Ripley/Benz motion.

Sheila Ripley will continue as clerk on a Bly/Coxworth motion.

Sara Hauskins will serve as Treasurer on a Patten/Ripley motion.

F. Bly yielded the chair to J. Haugh.

No action was taken on the December minutes.

The Board approved four money transfers in the amount of $1,108,586.11. Hauskins/Coxworth motion.

Public Input:

Johanna Hocker, Shawn Ehrich, Jon Schavey, Renee Nagel, Nate Legred, Naomi Ochsendorf, John Huisman, and Michelle Klinkner addressed the Board. Chairman Haugh thanked everyone for coming and sharing their concerns.

A motion was made by Patten and seconded by Ripley to adopt a Resolution Directing Administration to Make Recommendations for Reductions in Programs and Positions. Voting in favor were Coxworth, Hauskins, Bly, Haugh, Ripley, Patten and Benz.

The Board approved a Memorandum of Understanding with BEAEA stating that Band (festivals, contests, small groups, Memorial Day) should be $2000 for all three columns. Hauskins/Coxworth motion.

The Winter Coaches for 2017-2018 were approved on a Patten/Bly motion.

Personnel:

The following hire was approved on a Bly/Coxworth motion: Erin O’Rourke, HS Paraprofessional, B-2-1

At 6:46 Chairman Haugh called for a short recess.

At 7:03 the Board reconvened.

On a Bly/Patten motion the Board moved into closed session pursuant to Minnesota Statutes Section 13D.05, Subdivision 2(a)(3) to receive information related to a student which is classified as not public educational data under Minnesota Statutes Section 13.32.

At 8:15 the Board concluded the closed portion of the meeting.

On a Hauskins/Bly motion the Board reopened the meeting.

The meeting was adjourned at 8:17 p.m. on a Hauskins/Coxworth motion.
