5.0 PRE-BID MEETING:

Interested parties shall be at a pre-bid orientation meeting April 16, 2018 @ 1:15 p.m., at the District Office Conference Room, 315 East 6th Street, Blue Earth, MN.

6.0 AVAILABILITY OF DOCUMENTS:

Contractors and suppliers may obtain one set of documents from the Architect (Zenk Read Trygstad & Associates, 2046 Sorensen Road, P.O. Box 1143 Albert Lea, MN 56007, phone: 507-373-0689) upon payment of a $25.00 refundable deposit (if plans are returned within seven days after bidding) and a $25.00 non-refundable handling fee (in two separate checks).

7.0 DOCUMENT PURCHASE:

Suppliers and individuals requiring other than as above may purchase them. No refunds on purchased items. The Bidder is solely responsible for selection of drawing sheets and completeness of his bid. Request may be in writing or by phone. For purchase of complete sets, drawing sheets, or specification sheets, contact the Architect’s office. Documents will be sent UPS.

8.0 BID SECURITY:

Bidders shall submit certified check or Surety Bond, payable to the Owner, in amount of 5 percent of bid. Suretly must be authorized to do business in State of Minnesota. Bid security to be guarantee that bidder will not withdraw bid without owner’s consent. Bids to be valid for 60 days.

6.0 REJECTION:

Owner reserves the right to reject any or all proposals and to waive bidding informalities.

7.0 PRIOR APPROVAL:

This contract has a prior approval clause for product substitutions.

8.0 BID OPENING:

All bids received prior to the due date and time will be opened in public at the place specified in 3.0. Bid results will be made available, upon request, the day following the opening.

PLEASE TAKE NOTICE that the Emergency Medical Services Regulatory Board (hereinafter EMSRB) has received a completed application from Children’s Minnesota, Minneapo- lis, Minnesota for a new license to provide Advanced Life Support Specialized (ALSS) ambulance service statewide.

NOTICE IS HEREBY GIVEN that, pursuant to Minn. Stat 144E.11, subd. 3, each municipality, county, community health board, governing body of a regional emergency medical services system, ambulance service and other person wishing to make recommendations concerning the disposition of the application, shall make written recommendations or comments opposing the application to the EMSRB within 30 days or by April 24, 2018, at 4:30 p.m.

Written recommendations or comments opposing the application should be sent to: Tony Spector, Executive Director, EMSRB, 2829 University Avenue S.E., Suite 310, Minneapolis, Minnesota 55414-3222. If no more than five comments opposing the application are received during the comment period, and the EMSRB approves the application, the applicant will be exempt from a contested case hearing, pursuant to Minn. Stat. 144E.11, subd 4(a). If more than five comments in opposition to the application are received during the comment period, or the EMSRB denies the application, the applicant may immediately request a contested case hearing, or may try to resolve the objections of the public and/or the EMSRB within 30 days, pursuant to Minn. Stat. 144E.11, subd. 5(a)(b). If the applicant is unable to resolve the objections within 30 days, or if the applicant initially requests a contested case hearing, one will be scheduled and notice of the hearing given pursuant to Minn. Stat. 144E.11, subd. 5(c)-(e).

BLUE EARTH AREA SCHOOL BOARD PROCEEDINGS

I.S.D. #2860

March 12, 2018

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D. #2860 was held on Monday, March 12, 2018, in Blue Earth, MN.

Present were School Board members: J. Coxworth, S. Hauskins, J. Haugh, A.Patten and S. Benz. Also Attending were Supt. Gough, principals, members of the press, staff and public.

The meeting was called to order at 5:30 p.m. by Chairman Haugh. The Pledge of Allegiance was recited.

On a Patten/Benz motion the Board unanimously approved the agenda.

Public Input:

Johanna Hocker, Tina Prescher and Robyn Beach-Olson addressed the Board.

On a Hauskins/Patten motion the Board unanimously approved the minutes from the February meeting.

The Board unanimously approved eight money transfers in the amount of $1,251,561.33. Benz/Ripley motion.

Action Items:

Alan Wilhelmi presented the Revised Budget for FY18 and answered questions. The Revised FY18 Budget was unanimously approved on a Ripley/ Coxworth motion.

On a Hauskins/Patten motion the Board unanimously approved the Revised Region V Computer Services Joint Powers Agreement.

The Board unanimously approved the Instructional Staff Sharing Agreement with Southern Plains for a Speech/Language Pathologist Substitute on a Benz/Ripley motion.

On a Benz/Coxworth motion the Board unanimously approved an Agreement with Teachers on Call.

The Board approved the 2018-2019 Calendar on a Patten Hauskins motion. Vote 6-0.

A Resolution to Fully Fund Special Education Services was approved on a Patten/Ripley motion. Voting in favor were Coxworth, Hauskins, Haugh, Ripley, Patten and Benz.

Personnel:

The following retirements were unanimously approved on a Benz/Ripley motion, with an enormous thank you for the many years of service.

Kate Warmka, Elementary Teacher, End of School Yr.

Todd Schmidtke, Elementary Teacher, End of School Yr.

Sandy Hanson, Elementary Teacher, End of School Yr.

Al Cue, Middle School Teacher, End of School Yr.

The following policies were unanimously approved on a Patten/Benz motion: 207, 208, 209, 210, 210.1, 211, 212, 213, 301, 302, 303, 304, 305, 306. As a reminder all District Policies can be found at: www.beaschools.org/district/policy_library.

The meeting was adjourned at 7:20 pm on a Hauskins/Benz motion. 6-0 vote.

At 7:30 pm the Board held a work session on SPEC facilities which concluded at 8:15 pm.
