TO WHOM IT MAY CONCERN:
Notice is hereby given that the city council of Winnebago will meet in the council chambers of the city hall at 7:00 p.m. on September 12th, 2018, to consider the making street and utility improvements to the Northwest Area of the city which are the streets west of U.S. Hwy 169, and north of 1st Ave NW (C.S.A.H. 12) pursuant to Minn. Stat. 429.011 to 429.111. The area proposed to be assessed for such improvement is all properties adjacent to the proposed street improvements. The estimated cost of the improvement is $7,800,000. A reasonable estimate of the impact of the assessment will be available at the hearing. Such persons as desire to be heard with reference to the proposed improvement will be heard at this meeting.

1. PLEASE TAKE NOTICE that a public hearing has been scheduled In the Matter of the License Application of Children’s Minnesota. The Honorable Jessica A. Palmer-Denig, Administrative Law Judge, will preside. The hearing will begin at 9:30 a.m. on September 24, 2018, and continue through September 28, 2018, at the Office of Administrative Hearings, 600 North Robert Street, St. Paul, Minnesota 55101.
2. NOTICE IS HEREBY GIVEN that any interested person who wishes to participate in the hearing must notify the Emergency Medical Services Regulatory Board (EMSRB) in writing either by email at emsrb@state.mn.us or by U.S. Mail at Executive Director, EMSRB, 2829 University Avenue S.E., Suite 310, Minneapolis, Minnesota 55414-3222. Your written notice must be received by the EMSRB no later than 4:30 p.m. on September 7, 2018.
3. Not later than 4:30 p.m. on September 10, 2018, interested persons requesting subpoenas for the attendance of witnesses or the production of documents shall make their request in writing to Judge Palmer-Denig (See the Prehearing Order for further instructions.)
4. Pursuant to the Prehearing Order, a prehearing conference will be held at 1:30 p.m. on September 17, 2018 at the Office of Administrative Hearings, 600 North Robert Street, St. Paul, Minnesota 55101. The prehearing conference will address procedures for the presentation of evidence at the hearing, the manner in which interested persons will participate, and other preliminary issues. Interested persons who wish to participate in the hearing in this matter must participate in the prehearing conference. If appearing in person at the prehearing conference imposes an undue burden upon any interested person, that individual should submit a request for permission to appear by telephone to Judge Palmer-Denig as soon as possible prior to the prehearing conference, explaining the reason for the request.(See the Prehearing Order for further instructions.)
5. CITY OF BLUE EARTH
AN ORDINANCE VACATING AN ALLEYWAY IN BLOCK NINETY-FIVE (95)
OF THE ORIGINAL PLAT OF THE CITY OF BLUE EARTH
The City Council of the City of Blue Earth do ordain as follows:
SECTION I
That all those parts of an alleyway running in an North/South direction located in Block Ninety-five (95) of the original plat of the City of Blue Earth on file and of record in the Office of the County Recorder, Faribault County, Minnesota be vacated subject to the easement described in Section II herein.
SECTION II
The City of Blue Earth for itself and all right-of-way users having facilities in the vacated right-of-way, reserves a commercial easement in gross to install, maintain, and operate facilities in the vacated right-of-way and to enter upon the right-of-way at any time to reconstruct, inspect, maintain, or repair the facilities.
SECTION III
This Ordinance is adopted pursuant to Section 12.04 of the Charter of the City of Blue Earth and all notices and hearings have been conducted in a manner provided by law.
SECTION IV
This ordinance shall be in full force and effect 30 days after its passage and publication.

AN ORDINANCE FOR THE CONVEYANCE OF REAL PROPERTY
OWNED BY THE
CITY OF BLUE EARTH
The City Council of the City of Blue Earth do ordain as follows:
SECTION I
That the City of Blue Earth owns certain real property located in the City of Blue Earth, County of Faribault and legally described as follows:
The South 23 2/3rds feet of the West Half of the vacated alleyway in the South portion of Block 95 of the original plat of the City of Blue Earth along with the easement rights reserved in Blue Earth City Ordinance 18-09 dated August 6, filed and recorded.
SECTION II
Rural Renaissance Project, a Minnesota Non-Profit Corporation is desirous of purchasing property in Section I above and the City of Blue Earth is desirous of selling such property for a sale price of $1.00 and other good and valuable consideration.
SECTION III
Pursuant to the provisions of Minnesota Statutes 412.211, the City of Blue Earth is hereby authorized to sell and the Mayor and City Administrator are hereby authorized to convey the property described in Section I of this ordinance to the purchaser upon payment of the purchase price.
SECTION IV
This Ordinance shall not be effective until thirty (30) days after its passage and publication.
