Blue Earth Area School Board Minutes

December 10, 2018

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D. #2860 was held on Monday, December 10, 2018, in Blue Earth, MN.

Present were School Board members: J. Coxworth, S. Hauskins, F. Bly, J. Haugh, S. Ripley, A. Patten and S. Benz. Also attending were Supt. Gough, principals, members of the press, staff and public.

The meeting was called to order at 6:00 p.m. by Chairman Haugh. The Pledge of Allegiance was recited.

On a Patten/Bly motion the Board unanimously approved the agenda

Alan Wilhelmi conducted the “Truth in Taxation Hearing” for the District.

Public Input: Bob Weerts addressed the Board.

On a Bly/Hauskins motion the Board unanimously approved the minutes from the November Board meeting, the Special Meeting on November 20th and the minutes from the Work Session on November 30th.

The Board approved three money transfers in the amount of $1,162,918.86 on a Benz/ Ripley motion with Coxworth abstaining. 6-0 vote.

Action Items:

On a Benz/Bly motion the Board unanimously approved a candidate to interview for the Position of Interim Superintendent. The interview will be conducted on Thursday, December 13th at 6:00 p.m.

The Board unanimously approved the 2017-2018 Audit report on a Ripley/Patten motion.

The Final 2018 Payable 2019 Property Tax Levy Resolution was approved on a Bly/Ripley motion. Voting in favor were Coxworth, Hauskins, Bly, Haugh, Ripley, Patten and Benz.

The Board approved a Resolution Establishing a Combined Polling Place(s) for Certain Multiple Precincts and Designating Hours During Which the Polling Place(s) Will Remain Open for Voting for School District Elections Not Held On the Day of a Statewide Election on a Benz/ Bly motion. Voting in favor were Benz, Patten, Ripley, Haugh, Bly, Hauskins and Coxworth.

On a Hauskins/Patten motion a resolution Recognizing School District Support for the City of Blue Earth/Faribault County Submission of a Transportation Alternatives/MN Safe Routes to School Joint Solicitation Funding Application was approved. Voting in favor were Coxworth, Hauskins, Bly, Haugh, Ripley, Patten and Benz.

The Board unanimously approved the Non-Certified Seniority List for 2018-2019 on a Patten/Benz motion.

The Certified Seniority List for 2018-2019 was unanimously approved on a Hauskins/Bly motion.

On a Patten/Benz motion the Board unanimously approved the Winter Coaching List.

The following resignation was unanimously approved on a Bly/Hauskins motion: Misty Zupfer, Elementary Paraprofessional

The meeting was adjourned at 7:50 p.m. on a Hauskins/Patten motion. 7-0 vote.

CITY OF WINNEBAGO

Notice is hereby given that the Winnebago Planning Commission will hold a public hearing for the purposes of considering a conditional use permit for Bret Osborn, owner Ron’s Trenching at a property located at 530 2nd Ave SE.; McKinstry Addition of Winnebago, Block 7 A.L. The conditional use permit request is to allow Ron’s Trenching to conduct business as a trenching, construction and trucking business from this location and to stockpile products for re-sale purposes. The City of Blue Earth is accepting proposals for a re-roofing project at the Putnam Park Shelter due to hail damage. A copy of the required specifications is available at City Hall.

Approved following tax abatements in the City of Winnebago for decreases: $148 to Gary Pletsch on Parcel No. 31.200.2910; $108 to Vernon & Donna Hicks on Parcel No. 31.250.0750; $260 to Darcy Gillespie on Parcel 31.643.0330; $132 to Antonia Fortin on Parcel 31.200.2940; $420 to Rebecca & Hubert Shadley on Parcel No. 31.643.0080; and $358 to Patricia Espinosa on Parcel No. 31.548.0310.

9. Waive reading of findings. Approved Resolution 18-PZ09-51 granting a conditional use permit to Jeff and Ann Erickson to reopen the Golden Bubble.

10. Conditional use hearing held for L. Twedt feedlot. Speaking during public comment were Dennis Koziolek, Alberta Greimann, Scott Ankeny, Richard Ash, Joel Welder, Rahn Greimann, David Greer, Karen Ristau, Dr. Aaron Johnson, Jenna Johnson, Bruce Stensland, Larry Twedt, Micha Twedt, Bruce Lyon, and Shelley Greimann.

11. Tabled conditional use request from L. Twedt for a feedlot in Jo Daviess Township until the November 6, 2018 board meeting at 9:30 a.m.

12. Approved Federal Equitable Sharing Memorandum of Understanding with the South Central Drug Investigation Unit to be signed by the sheriff, chair, and auditor.

13. Approved payment bills totaling $ 345,573.75.
