School Board MINUTES

January 13, 2020

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D. #2860 was held on Monday, January 13, 2020, in Blue Earth, MN.

Present were School Board members: F. Bly, S. Hauskins, S. Rosenau, K. Zierke, S. Benz, and S. Beyer. Also attending were Supt. M. Fletcher, principals, members of the press, staff and public.

The meeting was called to order at 6:01 p.m. by Chairman Susan Benz. The Pledge of Allegiance was recited.

Recess was called at 6:02 p.m.

Meeting was called to Order at 6:10 p.m. with member J. Eckles present.

The annual election of officers went as follows:

Member Hauskins nominated Member Susan Benz and she was elected as Board chair on a 7-0 vote.

Member Benz nominated Member Frankie Sly and he was elected as Board vice chair on a 7-0 vote.

Member Rosenau nominated Member Sara Hauskins and she was elected as Board clerk on a 7-0 vote.

Member Hauskins nominated Member Stacey Beyer and she was elected as Board treasurer on a 7-0 vote.

The Board approved the agenda on a Beyer/Zierke motion. 7-0 vote.

Public Input: None

On an Eckles/Bly motion, the January minutes were approved. 7-0 vote.

The Board approved payments of bills and wire transfers of $1,826,128.98 on a Hauskins/ Beyer motion. 7-0 vote.

B. January 23rd work session with MSBA, time outside financial 5:30 p.m.

C. Strategic Plan Update was handed out.

D. Legislative platforms of MSBA, MASA, etc. were updated.

A motion was made by Zierke and seconded by Rosenau to adopt a Resolution Directing Administration to Make Recommendations for Reductions in Programs and Positions. Voting unanimously in favor were Eckles, Sly, Hauskins, Benz, Rosenau, Beyer and Zierke.

On a Beyer/Bly motion, the Board approved the MSHSL Foundation Form B Grant Request. Voting unanimously in favor were Eckles, Bly, Hauskins, Benz, Rosenau, Beyer and Zierke.

On a Beyer/Rosenau motion, the Board approved the Memorandum of Understanding with BEA EA. Unanimous votes in favor were Eckles, Sly, Hauskins, Benz, Rosenau, Beyer and Zierke.

Personnel:

The following resignation was approved on a Hauskins/Beyer motion: on a 7-0 vote.

Heidi Olson Accountant Effective January 17, 2020.

District Policy:

The board held the First Reading of Policy 516.

On a Beyer/Eckles motion, the board unanimously approved a Final Reading of Policy 535.

School Board Minutes

January 23, 2020

A Special board work session of the Board of Education of Blue Earth Area, I.S.D. #2860 was held on Thursday January 23, 2020 in the District Conference Room, Blue Earth, MN.

Present members were S. Benz, S. Beyer, F. Bly, J. Eckles, S. Hauskins, S. Rosenau and K. Zierke. Also present were Supt. Fletcher, Katie Klanderud- MSBA Board Development Director.

The meeting was called to order at 5:33 p.m. by Chair Susan Benz.

FEBRUARY 4, 2020

1. All members present. The pledge of allegiance was recited.

2. Approved synopsis and official proceedings of the January 21, 2020 regular meeting.

3. Approved agenda of February 4, 2020.

4. Approved amendments and to amend Zoning Ordinance Section 35 Renewable Energy Ordinance. Commissioner Loveall abstained from voting due to conflict of interest.

The Renewable Energy Ordinance was established to regulate the installation and operation of Renewable Energy Systems within Faribault County not otherwise subject to siting and oversight by the State of Minnesota pursuant to Minn. Stat. 216F, 216C.25, and 500.30, and Minnesota Rules Chapter 1325,1100, as amended.

The intent to amend the existing ordinance was raised over concern of the lack of standards in place specifically for Solar Facilities: setbacks to dwellings, sensitive features, fencing/ screen, vegetation, and decommissioning standards were all part of the focus. As renewable energy increases and the industry involves, the County anticipates revisiting this ordinance accordingly.

Notification was made as required by law on October 28th, 2019, and the Planning Commission met on November 12th and December 10th of 2019 and continued the topic at those meetings. On January 14th the Planning Commission unanimously voted to recommend the final draft to the County Board, which passed on February 4th of 2020.

The above notice is a summary of amendments to Section 35 Renewable Energy Ordinance. A full text is available at the Faribault County Auditor’s Office, at the Planning & Zoning Office, and on the Planning & Zoning website.

5. Endorsed US Census process and allow electronic information on county web site.

6. Tabled petition from the City of Wells for the annexation of real property into the city.

7. Approved Resolution 20-CB-16 to advance CSAH municipal funds from 2021 to 2020. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

8. Accepted bid for survey pickup from Marthaler for a Ram Classic SLT for $34,379 and a topper and toolbox for $8,079.68. Two other bids were received from Hawkins Chevrolet for a Chevy 1500 at $35,256 and Fairmont Ford for a Ford F150 at $36,986.

9. Approved leasing a Bobcat 3400 for eight months from Yeager Implement at $300 per month and purchase a trailer for $3,500.

10. Closed session for CD 24 litigation discussion with attorney. Present were Commissioners, County Auditor/Treasurer/ Coordinator D. Esser, County Attorney K. Karjala, Drainage Manager M. Lore, Drainage Project Manager D. Anderson, and Acting Clerk to the Board C. Vereide.

11. Re-opened meeting. County Attorney K. Karjala recapped closed session.

12. Appointed Commissioners Young and Loveall the 2020 County Election Canvassing Board and set 9:00 a.m. on March 5, 2020 to convene in the board room for the March 3, 2020 Presidential Nomination Primary Canvassing Board.

13. Named Loveall and Warmka as County Board representatives to CD24 lawsuit hearing.

14. Approved requests from A. Huston to attend a 5-day FBI Basic Negotiator course in Cottage Grove, J. Peterson to attend a 1-day De-escalation/Intervention Strategies in Owatonna, and J. Blair to attend a 1-day Avenu Combined Tax & CAMA meeting in Waite Park.

15. Approved hiring of Darius Johnson as Maintenance Man II in the Highway Department.

16. Approved Memorandum of Agreement with the International Union of Operating Engineers regarding retirement benefits. Commissioner Groskreutz, Roper, Warmka, and Young. Commissioner Loveall voted no.

17. Approved payment of bills totaling $586,941.44.

Discussion was held concerning the following:

1. During public comment Deputy District Director Neil Breitbarth from Representative Jim Hagedorn’s office spoke regarding town hall meetings; and Rainbow Food Coop representatives Linda Wells and Maria Lindberg spoke regarding building concerns.

2. L. Rebuffoni met regarding planning and zoning business.

3. Jim Accurso with U.S. Census Bureau met regarding 2020 census.

4. Wells City Administrator CJ Holl met regarding annexation.

5. M. Daly met regarding public works business.

6. L. Scholten met regarding central services business.
