APPOINTMENT OF PERSONAL REPRESENTATIVE AND NOTICE TO CREDITORS
It is Ordered and Notice is given that on May 19, 2020 at 10:30 a.m., this matter will come before this Court at 415 N. Main St., Blue Earth, Minnesota, for the formal probate of an instrument purporting to be the Will of the Decedent dated, June 24, 2009, (“Will”), and for the appointment of Allen Prestegard, whose address is 4947 430th Ave., Blue Earth, MN, 56013; and Carol Olson, whose address is 3001 Summit Vista Dr., Des Moines, lA, 50321 as Personal Representatives of the Estate of the Decedent in an UNSUPERVISED administration. Any objections to the petition must be filed with the Court prior to this time. If proper and if no objections are filed or raised, the Personal Representatives will be appointed with full power to administer the Estate including the power to collect all assets, to pay all legal debts, claims, taxes and expenses, to sell real and personal property, and to do all necessary acts for the Estate.
Notice is also given that (subject to Minnesota Statutes section 524.3-801) all creditors having claims against the Estate are required to present the claims to the Personal Representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.

1. Present via telephone: Groskreutz, Loveall, Warmka, and Young, Commissioners; Sheriff M. Gormley, Chief Deputy S. Adams, Emergency Preparedness Assistant L. Frommie, County Recorder S. Asmus, Faribault County Register reporter K. Mertens. The following were present at the Courthouse: Commissioner Roper, County Attorney K. Karjala, Auditor/ Treasurer/Coordinator D. Esser, Central Services Director L. Scholten, Acting Clerk to the Board C. Vereide, Driver’s License Office Supervisor A. Wachlin, and Court Security Officer T. Elmer.
2. Adopted Resolution 20-CB-30 declaring Faribault County in a State of Emergency for conditions resulting from the COVID-19 event of 2020. Commissioners Groskreutz, Loveall, Roper, Young, and Warmka voted yes.
3. Adopted Resolution 20-CB-31 limiting public access to County Offices until lifted by Board Chair. Commissioners Groskreutz, Loveall, Roper, Young, and Warmka voted yes.

1. Present via telephone: Groskreutz, Loveall, Warmka, and Young, Commissioners; Veteran Services Officer J. Schmidtke, Assessor G. Paschke, and Sheriff M. Gormley. The following were present at the Courthouse: Commissioner Roper, County Attorney K. Karjala, Auditor/Treasurer/Coordinator D. Esser, Central Services Director L. Scholten, Acting Clerk to the Board C. Vereide, Public Works Director M. Daly, Recorder S. Asmus, and Court Security Officer T. Elmer.
2. Public Works Director M. Daly, Central Services Director L. Scholten, Assessor G. Paschke, Sheriff M. Gormley, and Recorder S. Asmus spoke during public comment regarding their department situations.
3. Adopted Resolution 20-CB-32 to approve the payment of employees impacted by Stay at Home Executive Order 20-20. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.
4. Adopted Resolution 30-CB-33 to approve temporary telecommuting policy. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

SYNOPSIS
APRIL 7, 2020
1. All members present via teleconference. The pledge of allegiance was recited.
2. Approved synopsis and official proceedings of the March 17, 2020 regular meeting.
3. Approved agenda of April 7, 2020.
4. Accepted sole bid submitted by Ulland Brothers for SAP 022-616-027 with the County share at $3,002,792.32 and City of Blue Earth share at $275,564.18 for a total contract cost of $3,278,356.60.
5. Accepted low bid submitted by HG Meigs for CP 20-600-0, 2020 Seal Coat Oil in the amount of $231,990.00. One other bid was received from Jebro for $261,738.00.
6. Accepted low bid submitted by AAA Striping for CP 20-600-10, 2020 striping in the amount of $83,832.00. One other bid was received from Traffic Marking Service for $83,992.00.
7. Delayed opening county parks until May 15, 2020. Commissioners Loveall, Young, and Warmka voted yes. Commissioners Groskreutz and Roper voted no.
8. Tabled discussion of Pihls Park house to the next meeting.
9. Approved Public Works Director to obtain quotes for 1-inch mill and overlay using the wheelage tax.
10. Approved Resolution 20-CB-24 directing the Central Services Director to issue provisional layoff notices to four non-critical workers. Commissioners Groskreutz, Loveall, Warmka, and Young voted yes. Commissioner Roper voted no.
11. Approved request of B. Rauenhorst to participate in a General Appraiser Income Approach Part 1 online training.
12. Approved South Central Workforce Council Joint Powers Agreement effective July 1, 2020 through June 30, 2024.
13. Approved payment of bills totaling $537,743.51.
Discussion was held concerning the following:
1. Randy Schreiner appeared during public comment regarding Leland Parkway.
2. M. Daly met regarding public works business.
3. L. Scholten met regarding central services business.
