The Personal Representative of this Estate has filed a Final Account and a petition which requests Formal Probate of Will, dated June 11, 2009, previously probated informally, confirmation of the appointment and acts of Personal Representative previously appointed informally, prove contents of unavailable Will, approval of final account and an order settling Estate and for a decree or order of distribution to the persons entitled to the Estate.
IT IS ORDERED that the petition will be heard on June 23, 2020 at 10:40 a.m. by this Court at 415 North Main, Blue Earth, Minnesota. Any objections to the Petition must be filed with the Court prior to or at the hearing.
1. Notice shall be given to all interested persons (MINN. STAT524.1-401) and persons who have filed a demand for notice pursuant to Minnesota Statutes section 524.3-204.

It is Ordered and Notice is given that on June 30, 2020, at 10:30 a.m., this matter will come before this Court at 415 N. Main St., Blue Earth, Minnesota, for the formal probate of an instrument purporting to be the Will of the Decedent dated, June 3, 2010, and separate writings under Minnesota Statutes section 524.2-513, dated June 3, 2010, (“Will”), and for the appointment of Catherine A. Cory, whose address is 128 W. 36th Street, Minneapolis, MN 55408 and Karen M. Kuntz, whose address is 61567 234th Avenue, Mantorville, MN 55955 as Personal Representatives of the Estate of the Decedent in an UNSUPERVISED administration. Any objections to the petition must be filed with the Court prior to this time. If proper and if no objections are filed before the above date, the Personal Representatives will be appointed with full power to administer the Estate including the power to collect all assets, to pay all legal debts, claims, taxes and expenses, to sell real and personal property, and to do all necessary acts for the Estate.

Notice is also given that the Probate Registrar has informally appointed the following: Name: Ruth Fredrickson, Address: 715 Home Street, Kenyon, MN 55946 as personal representative of the Estate of the Decedent. Any heir, devisee or other interested person may be entitled to appointment as personal representative, or may object to the appointment of the personal
representative. Unless objections are filed pursuant to Minn. Stat. $ 524.3-607, and the court otherwise orders, the personal representative has full power to administer the Estate, including, after 30 days from the date of issuance of letters, the power to sell, encumber, lease or distribute real estate.
Any objections to the probate of the Will, or to the appointment of the personal representative, must be filed with this court, and will be heard by the court after the filing of an appropriate petition and proper notice of hearing.
Notice is also given that, subject to Minn. Stat. $ 524.3-801, all creditors having claims against the Estate are required to present the claims to the personal representative or to the Court Administrator within four (4) months after the date of this Notice, or the claims will be baned.

CITY OF FROST NOTICE OF PUBIC HEARING
The Frost City Council will be holding a Public Hearing to consider an abatement of the City portion of real estate property taxes levied against parcel number 26.200.1550, owned by Kevin Steinhauer and located at 135 Main St, Frost MN.
The Property tax abatement is authorized by Minnesota Statutes 469.1813 and will be in the form of a rebate for tax years 2021-2023.
The public hearing will take place on June 8th, 2020 at 7:05p.m. at Frost City Hall, 110 Main St, Frost, MN 56033.

1. All members were present.
2. Approved synopsis and official proceedings of the March 18 and 27, 2020 emergency meetings, and April 7, 2020 regular and drainage authority meetings.
3. Approved agenda of April 21, 2020.
4. Accepted sole bid for SAP 022-623-003 (CSAH 23) from Ulland Brothers for $1,474,627.51.
5. Accepted low bid for CP 20-600-09 2020 gravel crushing from Holtmeier for $500,100. One other bid was received by Ulland Brothers for $585,600.
6. Accepted low bid for CP 20-600-20 2020 crack sealing from ASTECH for $88,664. Other bids received were Allied Blacktop for $149,998, Northwest Asphalt for $198,110, and Fahrner Asphalt Sealers for $221,836.96.
7. Approved Resolution 20-CB-35 declaring April 19-25, 2020 as Crime Victims’ Rights week.
8. Approved Resolution 20-CB-36 that revokes Resolution 20-CB-34 that issued provisional layoff notices to four non-critical workers.
9. Approved temporarily allowing all probationary employees to utilize their PTO banks during their 6-month probationary period, with a sunset date of December 31, 2020, unless determined otherwise by board approval.
10. Approved hiring Barb Ziegler as Crime Victim/Witness Coordinator.
11. Approved subordination of Small Cities Development loan to First Financial Bank in Winnebago recorded as Document 286599. Commissioners Groskreutz, Loveall, Roper, and Warmka voted yes. Commissioner Young voted no.
12. Approved allowing Buildings and Grounds Supervisor to take a county vehicle home to increase emergency response time. Commissioners Roper, Groskreutz, and Warmka voted yes. Commissioner Loveall and Young voted no.
13. Approved payment of the following bills: Auditor warrants totaling $555,078.32; ACH-EFT payments totaling $982,376.48; and audit/auxiliary totaling $179,955.07.
Discussion was held concerning the following:
1. M. Daly met regarding public works business.
2. B. Ziegler met regarding Crime Victims Rights week.
3. L. Scholten met regarding central services business.

3. Approved agenda of May 5, 2020.
4. Approved hiring Zachary Coxworth as Maintenance Worker II in the Public Works Department effective June 1, 2020.
5. Motion failed to postpone the re-appointment of the County Highway Engineer to May 19, 2020 board meeting. Young and Roper voted yes; Loveall, Groskreutz, and Warmka voted no.
6. Re-appointed Mark Daly as County Highway Engineer for a 4-year term ending April 30, 2024.
7. Approved Memorandum of Agreement and Resolution 20-CB-37 to support the Le Sueur River One Watershed One Plan project.
8. Approved training request from T. Beckman for a 2-day carbon monoxide and combustion analyst certification online.
9. Motion failed to enter into a tax abatement agreement with the City of Blue Earth for the APX Housing project. Young and Roper voted yes. Groskreutz, Loveall, and Warmka voted no.
10. Direct Auditor/Treasurer/ Coordinator continue discussions with the City of Blue Earth regarding tax abatement on APX Housing project.
11. Accepted low bid of $819,271.90 from Landwehr Construction for 2020 box culverts. One other bid was received from Midwest Contracting for $839,481.00.
12. Directed county attorney to review the agreement with the City of Blue Earth on Dr H Russ Drive road.
13. Approved Resolution 20-RB02-38 for CSAH 13 easement for Union Pacific Railroad. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.
14. Approved allowing seasonal campers to perform yard maintenance on their site by appointment through the Public Works department.
15. Approved payment of bills totaling $421,292.32.

2. M. Stindtman met regarding soil and water business.
3. Blue Earth City Administrator Kim Moore and Mayor Rick Scholtes met regarding APX Housing project.
