NOTICE IS HEREBY GIVEN, that default has occurred in the conditions of that certain Mortgage dated May 12, 2017, executed by Christopher C. Gack aka Chris Gack, and Amy M. FOR IMPROVEMENT

NORTH SAILOR STREET 2019

TO WHOM IT MAY CONCERN:

Notice is hereby given that the City Council of Blue Earth will meet in the Council Chambers Room at 126 West 6th Street at 5:05 p.m. on July 6, 2020, to consider, and Possibly adopt the proposed assessments for the 2019 Sailor Street project, Included were (from Third Street to First Street), and First, Second and Third Streets (from East Street to Grove Street) including sanitary sewer, watermain, storm sewer and street construction. Also included is improvements to Second Street (between Gorman Street and Grove Street) for mill and overlay improvements. The proposed roll is on file with the City Clerk and open to public inspection pursuant to Minn. Stat. 429.011 to 429.111.

The portion of the cost of such improvement to be paid by the city is hereby declared to be $1,410,257.25 and the portion of the cost to be assessed against benefited property owners is declared to be $471,214.50 and is payable in annual installments over a period of 15 years. A reasonable the impact of the assessment and methodology used to calculate individual assessments will be available at the hearing. Written or oral objections will be considered at the hearing.

An owner of property to be assessed may appeal the assessment to the district court of Faribault County pursuant to Minnesota Statutes, Section 429.081 by serving notice of the appeal upon the Mayor or Clerk of the City within 30 days after the adoption of the assessment and filing such notice with the district court within ten days after service upon the Mayor or Clerk.

No appeal may be taken as to the amount of any assessment adopted by the City Council unless a written objection signed by the affected property owner is filed with the Clerk prior to the assessment hearing or presented to the presiding officer at the hearing. All objections to the assessments not received at the assessment hearing in the manner prescribed by Minnesota Statutes, Section 429.061 are waived, unless the failure to object at the assessment hearing is due to a reasonable cause.

Under the provisions of Minnesota Statutes, Section 435.193 to 435.195, the City may, at its discretion, defer the payment of assessments for any homestead property owned by a person 65 years of age or older for whom it would be a hardship to make payments.

FINAL HEARING NOTICE

PLEASE TAKE NOTICE, the Faribault County Board of Commissioners, sitting as the drainage authority for County Ditch #49 will hold a final hearing on the redetermination of benefits and damages of County Ditch #49. The Viewers’ Report was filed with the drainage authority on May 20th, 2020 and is available for inspection at the Faribault County Auditor’s Office, 415 North Main, Blue Earth, MN. The hearing shall be held at 4:00 p.m. on July 7, 2020, at Faribault County Fairgrounds 4-H Dining Hall, 236 White Oak Road, Blue Earth, MN 56013. At the final hearing, the drainage authority will accept public comment regarding the Viewers’ Report. Any party having an interest in the proceedings may appear and provide comment. Written comments will be accepted at the hearing and by mail through the date of the hearing at the Faribault County Auditor’s Office, PO Box 130, Blue Earth, MN 56013.

The Blue Earth Planning Commission has scheduled a hearing at 4:30 p.m. on Thursday, July 9, 2020 in the Council Chambers of City Hall to consider the following request of Bruce & Rhonda Hanke, 117 East 9th Street, Blue Earth, MN.

5. Menno Schukking, Planner with SRF Consulting met regarding Regional Transportation Coordinating Council. Prairie Lakes Transit Director Jeremy Monahan also attended.

6. Approved Resolution 20-CB-41 the annual Boat and Water Safety Agreement for January 1, 2020 through June 30, 2021 with a payment of $2,641.00 from the State of Minnesota.

7. Approved Resolution 20-RB04-42 with Department of Natural Resources for snowmobile trail maintenance.

8. Approved opening both county parks effective June 4, 2020.

9. Approved allowing temporary outdoor dining permits on County State Aid Highway right of ways.

10. Approved quote on SAP 022-599-122 repair of Bridge No. 22552 from Icon Construction of $41,175. One other quote was received from M & K Construction of $48,400.

11. Approved railroad side-track crossing policy on county highways.

12. Approved Resolution 20-CB-43 establishing an Absentee Ballot Board effective June 26, 2020.

13. Approved requests from B. Douglas to attend a 3-day Esri 2020 virtual user conference and B. Rauenhorst to attend a 1-day MAAO summer seminar online.

14. Approved payment of bills totaling $ 343,672.64.
